NACCIMA Launches $150m Offshore Expansion Fund to Boost Nigerian Businesses
The Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA) has opened applications for its $150 million Offshore Expansion Facility, a financing initiative designed to provide long-term, low-interest capital for Nigerian businesses seeking to expand and modernize their operations.
The funding programme, developed in partnership with Germany-based commercial banking group ODDO BHF SE, was unveiled during the Infrastructure Conference (INFRACON) 2026 at the AFREXIM Tower in Abuja, where NACCIMA also launched a dedicated digital application portal to streamline access to the facility.
The association described the portal as a major milestone in digitising foreign direct investment origination for Nigeria’s organised private sector. The platform and operational framework were jointly presented by Chairman of the Joint NACCIMA–ODDO BHF Working Group Committee and former Managing Director of the Bank of Industry, Dr. Waheed Olagunju, alongside NACCIMA’s Digital Economy Coordinator and Chairman of the Digital Economy Trade Group, Dr. Segun Olugbile.
The $150 million facility is expected to provide qualified Nigerian enterprises with patient, long-term expansion capital at single-digit interest rates, targeting strategic sectors including manufacturing (excluding defence), agro-allied processing, energy, logistics, mineral beneficiation, transportation and information and communication technology (ICT). NACCIMA disclosed that 20 per cent of the total funding has been reserved for the digital economy and ICT sector.
Speaking at the launch, Dr. Olagunju described the initiative as a transparent investment pipeline aimed at strengthening investor confidence in Nigeria’s economy.
“What we are launching today is a transparent, globally aligned investment origination pipeline as a demonstration of investors’ confidence in Nigeria’s economy,” he said.
According to him, the Joint NACCIMA–ODDO BHF Committee has established a rigorous framework that enables viable and environmentally compliant Nigerian enterprises to access financing starting from a minimum of $10 million for the acquisition of European machinery, equipment and technology needed to scale their operations.
He also highlighted the security features of the digital platform, noting that it was built to meet international banking standards.
“To attract world-class European investment, our digital infrastructure must inspire absolute confidence and trust. This secure e-Portal has been developed with bank-grade encryption and complies with existing regulations. It automates Know-Your-Customer verification and integrates a secure framework to ensure that the proprietary financial information of applicants remains fully protected throughout the transaction process,” Olagunju stated.
Under the financing arrangement, eligible businesses can access a minimum facility of $10 million with a repayment period of at least seven-and-a-half years. Beneficiaries are required to allocate between 35 and 50 per cent of the financing to the procurement of approved goods, equipment, machinery and services from Europe, while the remaining funds may be invested within Nigeria or other approved markets.
To qualify, applicants must demonstrate strong financial viability by providing a minimum of three years of audited financial statements and evidence of compliance with environmental, social and governance (ESG) standards.
NACCIMA further stated that only verified financial members of recognised organised private sector associations, including the Manufacturers Association of Nigeria (MAN), the Nigerian Association of Small and Medium Enterprises (NASME), the Nigerian Association of Small Scale Industrialists (NASSI), or NACCIMA itself, will be eligible to participate.
The association said the initiative reflects its commitment to creating credible international financing opportunities for Nigerian businesses through strategic global partnerships.
According to NACCIMA, the programme is expected to strengthen private sector competitiveness, accelerate industrial growth and support sustainable economic transformation by improving access to affordable long-term capital for productive enterprises.
