In a landmark move to promote innovation in Nigeria’s telecom sector, the Nigerian Communications Commission (NCC) has unveiled a progressive General Authorisation Framework, introducing regulatory instruments like proof-of-concept pilots, sandboxes, and interim service licenses.
Executive Vice Chairman Dr. Aminu Maida, speaking at a stakeholder forum in Abuja, said these new tools are designed to reduce regulatory hurdles for emerging technologies such as Open RAN and spectrum-sharing platforms. “We are now at a turning point where innovation demands a regulatory paradigm that is not only responsive but enabling,” he stated.
Under the framework, startups and established firms can test new telecom solutions under real-world conditions without needing full licensing upfront. Interim service authorizations will allow services outside current licensing categories to operate legally while under review.
Dr. Maida emphasized the importance of collaboration across stakeholders to ensure these reforms ignite innovation without compromising public interest. The framework is expected to accelerate digital inclusion, diversify service delivery models, and strengthen Nigeria’s position in telecom innovation.
