Egbaland Kingpin Applauds NCC As Flagship Enabler Of Nigeria’s Prosperity

TECHDIGEST – Oba Adedotun Aremu Gbadebo, Okukenu IV, the Alake of Egbaland, has applauded the regulatory strides of the Nigerian Communications Commission (NCC) in ensuring accelerated growth of telecommunications sector, thus making the sector a flagship enabler of Nigeria’s prosperity.

The Paramount Ruler gave the commendation when Adeleke Adewolu, the Executive Commissioner, Stakeholder Management (ECSM) of NCC, led a delegation of NCC staff to the state where the maiden edition of the Village Square Dialogue (VSD) was organised by NCC in Abeokuta.

The VSD, a version of the Telecom Consumer Conversation (a strategic, multistakeholder consumer outreach programme of NCC), took place at the 92-year-old Centenary Hall, adjacent the Alake’s Palace.

The VSD is specially conceived by the NCC to interact with telecom consumers at the grassroots for the purpose of sensitising telecom consumers through information sharing, education and advocacy on telecommunications-related issues. Importantly, the forum provides opportunity for telecom consumers in the rural areas to make contributions to the governance process of the telecom ecosystem, and to equally engage their service providers to resolve complaints.

READ ALSO: Apply To Pitch At GITEX 2022 North Star Startup Competition

Oba Gbadebo, who was the Royal Father of the Day at the event, and was represented by Oluwo of Ake, Egbaland, Chief Samuel Tanimowo, said “One of the public institutions, whose activities are felt by the generality of Nigerians in many positive ways is NCC and the leadership of the Commission must be commended for its doggedness in ensuring that Nigerians enjoy the benefits of digital revolutions.”

The monarch, who was unequivocal in describing NCC as a flagship public institution positively impacting lives of all Nigerians, also particularly commended Adewolu, an indigene of the state, for his positive representation of the people of Owu Kingdom, Ogun State, where he hails from.

“We also thank you and your entire Board and Management for bringing the first edition of the Village Square Dialogue to us in Ogun State. This is a testament to how important you take our state, which has contributed tremendously to the socio-economic and political history of Nigeria,” the first-class monarch said.

The leading monarch’s assertion was underscored by the Iyaloja of Egbaland, Chief Oluwakemi Oloyede, who thanked the NCC for the sensitization programme, which she said, had benefited not only the market women and men who attended the event but also the entire telecom consumers present, who cut across social strata.

“We have listened to all you have told us as telecom consumers, we would always recall the information when you have left us and we would also ensure that we take all measures possible to join hands in protecting telecom facilities in our vicinities for improved quality of service delivery. From all indications, doing this is for our own benefits as consumers,” Iyaloja Oloyede stated with conviction of a good listener and leader.

Earlier in his welcome address, Adewolu, who once served as a Commissioner for Special Duties and Inter-Governmental Affairs in the State, called on the community leaders and people of Ogun State to take ownership of telecommunications infrastructure in their localities and protect them from vandalism or theft.

The ECSM said Ogun State is central to telecoms growth in Nigeria in that it hosts one of the largest concentration of users of telecoms services in Nigeria, with an active subscriber base of over eight million users as at the Fourth Quarter of 2021, according to the data from the National Bureau of Statistics (NBS).

“This huge subscriber base is supported by a dynamic ecosystem of service providers, dealers, marketers and innovators. We are, therefore, here to host the maiden edition of the NCC-instituted Village Square Dialogue and to salute the legendary entrepreneurial spirit of the people of Ogun State. On behalf of the Commission, I also thank you for the warm reception accorded us and the warmth traditionally accorded telecom service providers to bolster infrastructure development”, Adewolu said.

Addressing the audience further, Adewolu said telecoms services have long been recognised as the easiest and cheapest means of meeting critical socio-economic needs such as education, financial inclusion, economic empowerment and deepening social interactions. Accordingly, Adewolu said the infrastructure through which these services are provided are called the “infrastructure of infrastructures” because they enable the digitization and seamless connectivity of all other socio-economic sectors.

“Without telecoms infrastructure, we cannot communicate with friends and family over long distances at the touch of a button, and we cannot conduct banking, insurance, governmental services, education, entertainment and many other activities with ease without telecommunications. This means that telecoms infrastructure are critical to modern existence, and we must all do what we can to ensure that we tackle anything that affects their seamless operation”, Adewolu emphasised.

“Issues like hostile communities, the theft of diesel, batteries and power-generating sets, digging up fiber lines, sealing/locking-up of Base Transceiver Station (BTS) sites and such other illegal activities must be tackled decisively by all of us. I therefore urge you all to please see telecoms infrastructure as your own, and to protect them as communal property. Anybody that tampers with telecoms infrastructure is tampering with your future and the future of your children – they should be resisted and reported,” the ECSM stated.

TECHDIGEST – Key members of the top echelon of the Management of ipNX, a licensee of the Nigerian Communications Commission (NCC), were at the Commission yesterday for a courtesy visit.

The delegation from ipNX, led by Ejovi Aror, the Group Managing Director, praised the Management of NCC for its superlative regulatory activities, describing the Commission’s actions as marked by efficiency and effectiveness.

Aror also hinted about the company’s plan to expand its operations in Nigeria, in a manner that will heighten the role of the telecom sector in the growth of the Nigerian economy.

READ ALSO: NCC To Consumers: Protect Telecom Infrastructure

The Group Managing Director of ipNX, also notified the Commission that the operation of the company has come to a critical juncture and ipNX is happy to migrate from the stage where it is now to a more strategic stage where it will play a greater role in the efforts to expand broadband infrastructures in Nigeria.

“Therefore, we are here to solicit your support for our plan to expand our businesses because we are at the threshold of closing a chapter and moving onto another, particularly in expanding broadband infrastructure which is critical to national development’, Aror stated with unmistakable optimism.

Aror also informed the management of NCC about some of its Corporate Social Responsibility (CSR) programmes. The most central and significant of them, according to Aror, is the free Internet access to schools in Lagos and Oyo States.

Importantly, Aror emphasized ipNX readiness to extend such services to other parts of the country, particularly in schools, because of the importance of ICT to educational development.

Responding to the ipNX delegation, Prof. Umar Danbatta, the Executive Vice Chairman of NCC, who was represented by Adeleke Adewolu, the Commission’s Executive Commissioner, Stakeholder Management (ECSM), thanked ipNX for the visit and for the testimony about how NCC’s regulatory activities have caused growth in leaps and bounds in the fortunes of the telecom ecosystem.

NCC To Partner With LBS On Human Capital Development

TECHDIGEST – The Nigerian Communications Commission (NCC) and the Lagos Business School (LBS) of Pan-Atlantic University are forging for a partnership that will result in developing customised capacity building interventions and overhauling of existing training courses offered by the LBS to address critical areas of needs of the Commission’s human capital development.

Prof. Umar Danbatta, the Executive Vice Chairman (EVC) of the NCC, emphasized the imperative of such collaboration during a visit of an LBS delegation led by the School’s Director, Executive Education, Victor Banji, to the Commission’s Head Office in Abuja recently.

ALSO READ : NCC: Active Mobile Lines Hit 195.4m, Internet Users Exceed 141m

The EVC spoke through NCC’s Executive Commissioner, Stakeholder Management, Adeleke Adewolu, who received the LBS delegation (alongside other senior management staff of the Commission) on behalf of the EVC.

Addressing the visiting team, Adewolu said NCC constantly engages in staff training as part its strategy to build managerial and technical skills required to manage the ever-dynamic telecoms regulatory environment in Nigeria.

Adewolu said while LBS, has been a training partner of NCC over the years and currently provides some classes of capacity building to staff of the Commission, it has become necessary to expand the training scope by ensuring that other customized programmes that target specific needs of Commission’s human capital are designed by the School in collaboration with NCC team to meet strategic objectives and enhance the relationship of the two organisations.

Among the areas of interest to the Commission are courses on performance appraisal management, policy formulation and execution, risk management, technical report writing, telecoms-related training, tariff and competition management, as well as basic training on policy formulation and implementation, social media training, audio-visual editing, among others.

“I thank the LBS for its collaboration with NCC over the years in the area of human capital development. However, we expect that LBS will work with NCC to see how we can collectively overhaul the existing courses and bring new course to NCC’s attention which we would, in turn, subject to our training need analysis (TNA). This may result in a review of ur existing Memorandum of Understanding (MoU) towards making our relationship much stronger and more mutually beneficial,” Adewolu said.

The Executive Commissioner also explained that though NCC is a regulatory agency, it has seen the need for indigenous digital skills development in Nigeria, and that explained the creation creation of the Digital Bridge Institute (DBI), by the Commission to meet the human capital needs of the burgeoning telecom, and broadly, the ICT sector.

According to Adewolu, other areas of focus in meeting educational needs of the sector, include indigenous digital skills development, sponsoring of hackathon, provision of research grants to the academia, endowment of professorial chairs in universities, and the acceleration of digital infrastructure deployment across the country to boost digital literacy and skills for Nigeria’s socio-economic development.

Speaking earlier on the purpose of the visit to the Commission, Banji of LBS, said the business school wishes to serve as a strategic capacity development partner to NCC for its teaming staff; revisit LBS’s existing MoU for necessary enhancements; as well as offer corporate governance, board leadership and management development programmes to enhance corporate effectiveness.

Banji also commended the NCC for its role in ensuring effective digital transformation in Nigeria. “As the Commission responsible for creating an enabling environment for telecom operators and allied stakeholders in the industry, as well as ensuring the provision of qualitative and efficient telecommunications services throughout the country, NCC has earned a reputation as a foremost Telecom regulatory agency in Africa,” Banji said.

NCC perfects three regulatory instruments to facilitate 5G deployment – Danbatta

TECHDIGEST – Professor Umar Garba Danbatta, the executive vice chairman (EVC) of the Nigerian Communication Commission (NCC), has declared that three of the Commission’s regulatory instruments are set to offer enabling provisions that will help the country in tackling security and insurgency; as well as to enhance spectrum availability to facilitate the deployment of Fifth Generation (5G) technology.

The three instruments, which were subjected to a public inquiry on Tuesday physically and virtually, include the Spectrum Trading Guidelines (STG), Registration of Telephone Subscribers Regulations, and the Subscriber Identity Module (SIM) Replacement Guidelines.

Speaking recently at a semi-virtual public inquiry, which on-site operation was conducted at the Commission’s Head Office in Abuja, Danbatta said the three regulatory instruments have been developed to address the challenges of the ever evolving communications industry and to further strengthen the market structure.

The EVC of NCC said the public inquiry was held in line with the Commission’s consultative approach in all its regulatory interventions, as the regulatory instruments being reviewed are vital to ensuring that the regulatory frameworks that pertain to SIM registration and replacement in the communications industry meet the demands of the digital age and also further enhance the flexibility of the spectrum trading regime.

The first instrument, the Registration of Telephone Subscribers Regulations, provides a regulatory framework for the registration of subscribers of communications services utilising subscription mediums.

The second instrument, SIM Replacement Guidelines, provides guidance on the standards and procedure which Network Service Providers (NSPs) are expected to adhere to in the process of conducting a SIM Replacement, swap or upgrade.

Besides the instruments, two Business Rules that relate to SIM Registration and SIM Replacement, introduced by the Commission to further ensure that the process for SIM activation and Replacement is seamless and align with the national identity management policy.

The third instrument, the Spectrum Trading Guidelines (STG), seeks to promote certainty and transparency by outlining the detailed procedure and conditions for spectrum trading in the Nigerian communications sector.

While underscoring that the availability of spectrum frequency is a necessary element in the deployment of the 5G technology in Nigeria, Danbatta said the recent approval of the 5G Deployment Plan by the Federal Government makes the STG review process expedient.

Danbatta said the public inquiry is a precursor to the Commission’s current drive towards ensuring that frequency spectrum is readily available to licensees through a rapid and effective process. Additionally, the EVC said that “in view of the resolve of the Federal Government to tackle insurgency and insecurity through citizen identity management, it has become necessary to ensure that the provisions of the Registration of Telephone Subscribers Regulations and SIM Replacement Guidelines are in alignment with the National Identity Policy for SIM Card Registration and related activities.”

According to him, the revision of both instruments is geared towards ensuring a more secure and robust process for the registration, activation and replacement of SIMs.

“It is, therefore, my expectation that the review will ensure a more robust framework for the registration of subscribers of communication services, improve the standards and procedures for SIM replacements and ensure effective and efficient utilisation of frequency spectrum in Nigeria,” the NCC boss said.

Speaking earlier, Adeleke Adewolu, executive commissioner, Stakeholder Management at NCC, said the draft of all the regulatory instruments had been published on the Commission’s website and comments from all stakeholders have been received and reviewed. However, he noted that the public inquiry was meant to receive more comments from stakeholders, which would ensure that the final regulatory instruments will enhance development of the industry.

At the event, which was well attended by senior management staff of the Commission and virtually by other external stakeholders, presentations were made by the Commission on the inputs so far received from licensees and other stakeholders on each of the three regulatory instruments, highlighting issues for further rethink by all stakeholders.

The stakeholders who participated in the event virtually, were also provided the opportunity to make inputs, contribute freely to the discussions in a very frank and objective manner that elicited thoughtful discussions that will further enrich the quality of the regulatory instruments being developed for the growth of the sector and the national economy.

Nigeria Is Ripe For Electronic Transmission Of Results – INEC

TECH DIGEST – Independent National Electoral Commission (INEC) has opposed claims by the Nigeria Communications Commission (NCC) that Nigeria does not have enough network coverage to guarantee the electronic transmission of election results in 2023.

Besides, the electoral body revealed that the NCC was aware since 2018 that the commission has the capacity and capability to transmit results electronically.

INEC Director of Publicity and Voter Education, Nick Dazang said this on Friday, during an interview on African Independent Television (AIT) breakfast programme ‘Kakaaki”.

Recall that following a stalemated consideration of the report on the Electoral Act 2010 (Amendment) Bill over the controversial Clause 52(2), Speaker of the House, Femi Gbajabiamila had summoned the NCC to appear and guide the lawmakers.

In response, officials of the NCC led by the Executive Commissioner (Stakeholder Management), Adeleke Adewolu; Executive Commissioner (Technical Services), Ubale Maska, and two others appeared before the lawmakers.

Adewolu told the lawmakers that only 50 percent of the country has the 3G coverage required for transmission.

He also said the NCC cannot guarantee total safety for the electronic transmission of results, explaining that no system is completely free from hackers.

But Dazang described the claims by officials who appeared before the House of Representatives as false.

He said; “In January 2018, INEC approached NCC that it wants a technological- driven Commission and both have been working closely to deliver a free, fair and credible elections in our country for the benefit of citizens.

“They are also aware that two network providers- MTN and Airtel have assisted JAMB conduct their examinations across Nigeria. So INEC is still wondering why NCC has suddenly made a U-turn that there is not enough network coverage in every part of Nigeria.”

Dazang noted that INEC had introduced innovations designed to clean up Nigeria’s tainted electoral processes, adding that those innovations worked perfectly during the off season governorship elections in Edo and Ondo states as well as states and National Assembly Bye-elections across Nigeria.

According to him, the constitution has given INEC powers that cannot be shared with any agency of government, pointing out that the new directive of the Senate on e-transmission is akin to striping INEC of its powers.

“I am convinced that if INEC was given the chance to appear before the National Assembly alongside NCC, the Commission would have told the Distinguished Senators and Honourable Members that all the network providers in Nigeria have assured INEC that network coverage is 100% across the country,” Dazang said.

On the fear that INEC servers might be prone to hacking, Dazang allayed the fears of the public, saying “there is no website that is not prone to attack by hackers even in the most advanced nations but Nigerians should be rest assured that INEC has what it takes to fight off hackers and the Commission is well prepared to safeguard its websites against hackers.”

He urged the lawmakers to be patriotic enough to reverse their earlier decisions to vote against electronic transmission of elections results, adding that they should consider the image of the country in the comity of civilized democratic nations.

Dazang said: “As a patriotic Nigerian who wish his country well, I am using this medium to plead to the Conference Committee of NASS to look at the bigger picture, and to consider the future of our nation to approve the electronic transmission of results in the Electoral Act Amendment Bill”.

“I also want NASS members to think like “Statesmen”, they should think about the future not about the next election. Let us always look at the bigger picture. It pains INEC that beneficiaries of transparent elections in the forefront of working to weaken the Commission by asking INEC to share its powers with other agencies or take permission from another agency before performing its statutory functions guaranteed by the Constitution of Nigeria”.

“How can you do electronic voting but leave out the component of electronic transmission of elections results. In fact, transmission of results is the anti-climax of any credible elections and you want to leave our on flimsy excuses of network coverage. It’s sad.

“You cannot send INEC to buy salt from the market and then you invite the rain.

“I want to leave a legacy in INEC and many INEC staff, from top to the least person want to leave legacy of free, fair and credible elections in Nigeria before we retire from the Commission.

“We therefore urge NASS members to reverse their earlier decisions to vote against electronic transmission of elections results in Nigeria. Nigeria is ripe for It and INEC is ready and capable to do it.”

TECH DIGEST – In view of the on-going amendment of Nigeria’s electoral Act to accommodate electronic transmission of results, the Nigerian Communications Commission (NCC) has said it cannot guarantee total safety for the system.
The Commission further explained that no system is completely free from hackers, according to Channels Television report.

Federal lawmakers had a rowdy session as debates over the inclusion of electronic transmission of results in the Electoral Act Amendment took centre stage in the chambers on Thursday in Abuja.

But Adeleke Adewolu, executive commissioner, Stakeholder Management (ECSM) of the NCC, told lawmakers at the House of Representatives on Friday that while concerns over the electronic transmission of results are genuine, no system can guarantee a 100 percent shield from hacking.

The EC also stated that elections results can only be transmitted by a 3G network, noting that 50 percent of the country has 3G coverage.

He, however, explained that for areas without such coverage, poll results can be recorded and thereafter uploaded in places where there is a network. But Adeleke admitted that this cannot be compared with the real-time upload.

The House of Representatives had failed to reach an agreement over the controversial clause.

This was after Deputy Speaker Idris Wase ruled against the electronic transmission of results despite a resounding vote in favour of electronic transmission.

Subsequently, the Speaker, Femi Gbajabiamila, said the Independent National Electoral Commission (INEC) and the NCC would be present on Friday to give further clarifications on the Electoral Act with a major focus on section 52(3).

The Senate had on the same day voted for the conditional electronic transmission of election results.

At the end of voting, 28 Senators mostly from the main opposition Peoples Democratic Party (PDP) voted for the original amendment in the report while 52 Senators backed the amendment as proposed by Senator Sabi Abdullahi.

This means the majority of Senators voted that INEC may consider electronic transmission provided the national network coverage is adjudged to be adequate and secure by NCC and approved by the National Assembly.

TECH DIGEST – The Executive Vice Chairman of the Nigerian Communications Commission (NCC), Prof. Umar Danbatta has highlighted how the telecom regulator has leveraged some of the policies of the Commission for national development.

One of such policies is the NCC’s Strategic Management Plan (SMP 2020-2024 or “ASPIRE 2024”), which consolidated on the Strategic Vision Plan and 8-Point Agenda.

Delivering a Keynote Address at the Virtual 3rd Discourse Series of the Advocaat Law Practice with the theme: “Powering the Fourth Industrial Revolution in Nigeria”, Danbatta said NCC has responded to the policy goals to harness the immense socio-economic benefits of ICT for national development.

“As a Commission in charge of regulating telecommunications and other related services, we have done well by leveraging ICT for national development,” Danbatta, who was represented at the event by the Executive Commissioner, Stakeholder Management, NCC, Barr. Adeleke Adewolu said.

He disclosed NCC has recorded a number of significant achievements to ensure that ICT infrastructure is up to the standard necessary to provide ubiquitous broadband services in Nigeria, which will ultimately, ensure growth, inclusiveness and sustainability.

These significant achievements, according to the NCC Boss include the licensing of six (6) infrastructure companies (InfraCos) to speed up the deployment of broadband infrastructure throughout Nigeria; and the provision of training and supporting public institutions with ICT interventions like School Knowledge Centers and ADAPTI.

Others are the enhancement of physical infrastructure in the last five (5) years, which has seen the Commission expanding broadband penetration from 6% to 42.06 as at February 2021, reduction of access gap clusters from 207 to 114 and increase of Fibre Optic coverage from 47,000km to 54,725 km.

Also, Base Transceiver Stations for 3G and 4G deployments have increased from 30,000 to 53,460. The Commission has created a full-fledged department Digital Economy to support Federal Government’s Digital Economy agenda.

Funding of Telecom Research has been increased to N336.4m and has endowed four (4) Professorial Chairs. The Commission has also commenced requisite engagements on 5G deployments with licensees already carried out trials.

Danbatta Assures Of Nigeria’s Willingness For 4th Industrial Revolution

TECH DIGEST – The Executive Vice Chairman of the Nigerian Communications Commission (NCC), Prof. Umar Danbatta has assured that Nigeria is not lacking in key policy and regulatory frameworks and instruments that will power the 4th Industrial Revolution.

The NCC Boss gave the assurance today in a keynote address he delivered at the Virtual 3rd Discourse Series of the Advocate Law Practice with the theme: “Powering the Fourth Industrial Revolution in Nigeria”.

“Nigeria is not lacking in key Policy and Regulatory frameworks and instruments which will enable us to play a leading role in powering the 4th Industrial Revolution,” the Former University lecturer who was represented at the event by the Executive Commissioner, Stakeholder Management, NCC, Barr. Adeleke Adewolu announced.

He argued that for Nigeria to fully harness the opportunities of the 4th Industrial Revolution as a nation, effective guiding frameworks must be put in place to address the various aspects of the digital ecosystem and ensure their effective interworking in the national interest.

He disclosed that the National Digital Economy Policy and Strategy Policy (2020-2030) which boasts of eight (8) pillars is designed to champion the 4thIndustrial Revolution.

The policy, according to him enables Nigeria to become a leading player in the global digital economy; provides a catalyst to facilitate the diversification of the economy; and accelerates the attainment of the key national objectives of improving security, reducing corruption and expanding the economy.

Other strategies that will enable the telecommunications sector to provide the infrastructure backbone for powering the Fourth Industrial Revolution in Nigeria is the Nigerian National Broadband Policy (2020-2024), which clearly highlights the various implementation strategies that would aid the pervasive inclusion and rollout of broadband services across the country whilst also developing a robust and holistic digital economy.

Book On Telecoms Law, Regulations Debuts

TECH DIGEST – The Executive Vice Chairman of the Nigerian Communications Commission (NCC), Prof, Umar Danbatta was among eminent personalities that have endorsed a new book on Nigeria’s telecommunications industry’s legal and regulatory ecosystem.

The book, “Nigerian Telecommunications Law and Regulation”, which is co-authored by Quasim Odunbaku, a telecoms regulatory professional at the NCC and Rotimi Akapo, a lawyer, who specialises in Telecommunications, Media and Technology (TMT) practice, is written in 18 chapters and over 600 pages.

Speaking at the virtual public presentation of the book, Danbatta, who was the Chairman and Lead Presenter, said that law and regulation are two critical pillars, which influence the speed and impact of innovation in the telecoms sector.

“As important as these two factors are, they typically lag behind in technology – it, therefore, behooves on all legal and regulatory practitioners in the sector to keep breast of developments so that knowledge gaps do not stifle innovation and/or deny consumers of the optimum value,” he said.

Represented by the Executive Commissioner, Stakeholder Management at NCC, Adeleke Adewolu, the EVC acknowledged that there is a noticeable paucity of well-researched books and reference materials on the legal and regulatory regime governing telecommunications and indeed the ICT sector in Nigeria.

“I am, therefore, delighted that the authors of “Nigerian Telecommunications Law and Regulation” have taken up the challenge and have produced a comprehensive reference material which touches on practically every aspect of the subject.”
