NITDA, NACCIMA Partner to Unlock Investment, Market Access for Nigerian Tech Startups

The National Information Technology Development Agency (NITDA) and the Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA) have partnered to attract private-sector investment, expand market access and accelerate the growth of Nigerian technology startups and digital enterprises.

The partnership will connect indigenous technology innovators with corporate investors, commercial buyers and business opportunities through NACCIMA’s network of more than 120 city, state and bilateral chambers of commerce.

Under the arrangement, NACCIMA will serve as an investment pipeline and commercial off-take facilitator for NITDA-backed startups, technology ventures and enterprise financing initiatives.

The collaboration, announced in a joint statement signed by NITDA’s Director of Corporate Communications, Mrs Hadiza Umar, and NACCIMA Digital Economy Coordinator and Chairman of its Digital Economy Trade Group, Dr Segun H. Olugbile, is designed to bridge the gap between technology development and market demand.

The initiative will focus on sectors including manufacturing, agriculture, logistics, mining, trade and services, leveraging the organised private sector to promote the adoption of locally developed digital solutions.

The partnership follows the execution of a bilateral Memorandum of Understanding (MoU) and the alignment of a joint technical working group co-chaired by Dr Aristotle Onumo, NITDA’s Director of Special Duties, and Olugbile.

The two organisations have identified three priority initiatives to strengthen investment opportunities, accelerate digital technology adoption among businesses and improve trust in Nigeria’s digital economy.

A major component is NACCIMA’s planned mobilisation of private-sector participation in the Digital Nigeria International Conference and Exhibition (DNICE) 2026, scheduled to hold in Abuja from November 10 to 12.

As part of the initiative, NACCIMA will organise business-to-business (B2B) deal rooms, mobilise corporate investors and venture capital firms, participate in startup evaluation juries and connect technology startups with potential corporate buyers.

The deal rooms are expected to provide opportunities for innovators to showcase their products, engage prospective investors and establish commercial relationships with established businesses.

Speaking on the partnership, NITDA Director-General, Kashifu Inuwa Abdullahi, said combining government policy leadership with private-sector commercial demand would stimulate growth across the country’s digital ecosystem.

“Combining government policy leadership with the active commercial demand of the organised private sector creates an unprecedented growth engine for Nigeria’s digital ecosystem,” Inuwa said.

He added that the collaboration would help indigenous startups gain access to corporate buyers, domestic capital and sustainable commercial opportunities through NACCIMA’s extensive business network.

Another major component is a national enterprise accelerator programme targeting 10,000 micro, small and medium-sized enterprises (MSMEs) across Nigeria’s 36 states and the Federal Capital Territory.

The programme will provide participating businesses with practical artificial intelligence tools, digital skills, financial readiness support and improved access to markets.

According to the organisations, the initiative is intended to help small businesses improve operational efficiency, strengthen competitiveness and explore new revenue opportunities while preparing them to engage more effectively with investors and commercial partners.

The third initiative is a proposed digital trust mark platform that will onboard verified businesses and promote compliance with data protection and cybersecurity standards.

The platform is expected to support compliance with the Nigeria Data Protection Act 2023, strengthen cybersecurity readiness and build confidence in digital transactions.

It will also promote digital trust across regional trade corridors, including those operating under the African Continental Free Trade Area (AfCFTA), by encouraging business verification and improved compliance practices.

The National President of NACCIMA, Engr. Dr Jani Ibrahim, described the partnership as an opportunity to place Nigerian commerce and industry at the forefront of technology adoption.

He said the association was committed to serving as a major commercial off-take and investment pipeline for startups supported by NITDA.

According to Ibrahim, connecting traditional industries such as agriculture, manufacturing, trade and mining with innovative digital solutions and technical talent would improve enterprise productivity and strengthen Nigeria’s economic resilience.

To coordinate implementation, the two organisations have deployed a joint technical working group comprising senior officials from both institutions.

The group is finalising the enterprise pipeline, B2B deal-room structures and launch arrangements ahead of the planned formal unveiling at DNICE 2026.

NITDA and NACCIMA have invited enterprises, corporate investors, technology vendors and startups interested in the deal rooms or the 10,000-MSME AI Enterprise Accelerator to follow registration updates through NACCIMA’s Digital Economy Desk and NITDA’s official portals.

NITDA is responsible for promoting information technology development, standardisation and digital transformation in Nigeria, while NACCIMA represents chambers of commerce, business associations and corporate enterprises across the country.

The organizations said the partnership would strengthen public-private collaboration by linking digital innovation with investment, enterprise development and commercial opportunities, with the broader goal of helping Nigerian startups and businesses compete more effectively in domestic and international markets.

NITDA Rallies Nigerians for Safer Cyberspace as Cybersecurity Awareness Month 2026 Begins

The National Information Technology Development Agency (NITDA) has launched the 2026 National Cybersecurity Awareness Month, urging Nigerians, businesses and institutions to adopt stronger digital security practices amid the growing sophistication of cyber threats.

The month-long campaign, themed “Together for a Safer Cyberspace,” is designed to promote collective responsibility for protecting Nigeria’s increasingly digital economy and public services.

NITDA said the changing nature of digital technology means cybersecurity can no longer be left solely to information technology professionals, government agencies and security experts, stressing that every participant in the digital ecosystem has a role to play in keeping cyberspace safe.

According to the agency, the rapid adoption of artificial intelligence and automated systems has also transformed the cyber threat landscape, with emerging risks extending beyond conventional phishing attacks.

It identified AI-driven social engineering, deepfake impersonation, voice cloning and fraudulent QR-code attacks, commonly known as “quishing,” among the emerging threats requiring greater public awareness and vigilance.

To strengthen individual and organisational cyber resilience, NITDA advised Nigerians to adopt basic cyber hygiene measures, beginning with the use of strong and unique passwords for different accounts.

The agency also encouraged users to deploy multi-factor authentication on personal, professional and financial accounts as an additional layer of protection against unauthorised access.

NITDA urged individuals and organisations to regularly update their operating systems, applications and devices by promptly installing security patches designed to address known vulnerabilities.

It further warned Nigerians against disclosing sensitive financial information, including One-Time Passwords (OTPs), Personal Identification Numbers (PINs) and online banking login details.

The agency also advised users to exercise caution when interacting with artificial intelligence tools and unfamiliar online platforms, particularly by avoiding the upload of sensitive personal, financial or proprietary corporate information into public AI models.

NITDA stressed the importance of verifying links, attachments and unsolicited requests for information before responding, particularly where such communications employ urgency, synthetic audio or deepfake imagery.

It also called for responsible social media use, noting that excessive disclosure of personal information online could provide material for targeted social engineering attacks.

The agency recommended that individuals and organisations maintain regular offline and cloud backups of critical data to facilitate recovery in cases of ransomware attacks, system failures or other disruptions.

NITDA said its computer emergency response structure remains committed to providing citizens and organisations with the tools, knowledge and frameworks required to prevent and mitigate digital threats, report cybersecurity incidents and support the development of a secure and inclusive digital economy.

As part of the awareness campaign, the agency encouraged Nigerians to follow its official social media platforms, @NITDANigeria, for cybersecurity updates, awareness tips and threat advisories.

For cybersecurity incident reporting and further inquiries, members of the public can contact the Computer Emergency Readiness and Response Team (CERRT.ng) through its website, www.cerrt.ng, email address cerrt@nitda.gov.ng, or telephone +234 817 877 4580.

The statement was signed by Mrs. Hadiza Umar fnipr, Director, Corporate Communications, NITDA.

NITDA Calls for Public Input on Key Digital Infrastructure Frameworks

The National Information Technology Development Agency (NITDA) has announced a public review session for the Draft Digital Public Infrastructure (DPI) Live Events and the Draft Technical Standard for the Nigerian Data Exchange (NGDX).

The session is scheduled to hold on Thursday, September 18, 2025, at the Digital Economy Complex, NCC Building, Mbora, Abuja, by 9:00 a.m. It forms part of NITDA’s Rule-Making Process (RMP) designed to co-create regulatory instruments that are trusted, inclusive, and sustainable while aligning Nigeria’s digital transformation journey with global best practices.

According to NITDA, the Draft DPI Live Events framework was developed to support the seamless deployment of national digital infrastructure, strengthen e-Government service delivery, and enhance collaboration across the private sector. Similarly, the Draft Technical Standard for the NGDX is designed to provide a unified and secure framework for data sharing across government and private institutions, reduce inefficiencies, and drive innovation in finance, healthcare, education, agriculture, and other critical sectors.

The NGDX also incorporates strong safeguards around data protection, authentication, and privacy, aligning with international standards and positioning Nigeria as a leader in digital public infrastructure in Africa.

The public review will enable stakeholders from government, industry, academia, and civil society to examine the draft documents, share feedback, and make recommendations that will guide their adoption and implementation. Drafts are available for review ahead of the session via https://shorturl.at/0zRg8.

Speaking ahead of the exercise, NITDA Director General, Kashifu Inuwa Abdullahi, emphasized the importance of inclusive participation. He noted that Nigeria’s digital public infrastructure must be co-created with all stakeholders to ensure resilience, innovation, and trust. “The success of these initiatives depends on the active involvement of stakeholders in providing valuable insights that will guide implementation and ensure sustainability,” Abdullahi said.

The DPI and NGDX are part of the Federal Government’s broader agenda to build a robust digital economy under the Renewed Hope vision of President Bola Ahmed Tinubu. The initiatives also enjoy support from international partners, including the European Union’s Global Gateway initiative, alongside technical collaboration with Finland, Estonia, Germany, and France.

For further inquiries, stakeholders are advised to contact NITDA via eGDED@nitda.gov.ng or call 08032015719 and 08023275039.

NITDA Announces Inaugural Meeting of Startup Consultative Forum to Deepen Stakeholder Engagement

The National Information Technology Development Agency (NITDA) has announced the inaugural meeting of the Startup Consultative Forum, scheduled to hold on Monday, April 28, 2025. The event marks a major milestone in the Federal Government’s ongoing efforts to strengthen Nigeria’s burgeoning startup ecosystem through inclusive policy dialogue and strategic engagement.

According to a statement signed by Mrs. Hadiza Umar, Director of Corporate Communications and Media Relations at NITDA, the Forum will provide an interactive platform for startup founders, innovators, ecosystem enablers, and intermediaries to actively contribute to shaping national policies that encourage growth, attract investment, and promote digital innovation.

The meeting is being convened under the Nigeria Startup Act (NSA), a legislative framework designed to drive sustainable growth in the tech and innovation sectors. Through this initiative, the government seeks to make startups not just beneficiaries, but central contributors to national development efforts in the digital space.

A key highlight of the forum will be the nomination and selection of representatives to the National Council for Digital Innovation and Entrepreneurship—commonly referred to as the Startup Council. As Nigeria’s highest advisory body for the startup ecosystem, the Council will play a critical role in influencing decisions that affect the future of innovation and entrepreneurship in the country.

NITDA is calling on all Labelled Startups, Verified Entrepreneurial and Innovation Support Organisations, Angel Investors, Venture Capitalists, and other key stakeholders to participate in the forum and take part in the nomination and voting process.

“This is a unique opportunity to shape the future of digital innovation in Nigeria,” the statement read. “Together, we can build a thriving ecosystem that supports and celebrates the pioneering spirit of Nigerian startups.”

For further details, stakeholders are encouraged to contact NITDA via email at info@nitda.gov.ng or visit www.nitda.gov.ng. Updates are also available through NITDA’s official social media handles: @nitdanigeria.

NITDA Commends Tech Giants for Compliance with Code of Practice

The National Information Technology Development Agency (NITDA) has lauded global tech giants, including Google, X (formerly Twitter), Microsoft, and TikTok, for adhering to the Code of Practice for Interactive Computer Service Platforms and Internet Intermediaries. The Code, collaboratively issued by the Nigerian Communications Commission (NCC), National Broadcasting Commission (NBC), and NITDA, aims to promote online safety and address harmful content.

A key highlight from the 2023 compliance report reveals the platforms’ dedication to user safety and the enforcement of community guidelines. Among the notable statistics are:

Over 4.1 million registered complaints.

65.8 million pieces of harmful content removed.

379,433 pieces of content re-uploaded after successful appeals.

12.1 million accounts deactivated or closed.

NITDA commended these actions, emphasizing their contribution to fostering a safer digital ecosystem for both Nigerians and non-Nigerians in the country.

Additionally, data from the Federal Inland Revenue Service (FIRS) and the National Bureau of Statistics (NBS) highlighted that foreign digital companies, including social media platforms operating in Nigeria, contributed over ₦2.55 trillion (approximately $1.5 billion) in taxes during the first half of 2024. This remarkable revenue growth underscores the importance of effective regulatory frameworks in promoting compliance and economic growth within the digital economy.

NITDA expressed its commitment to strengthening collaborations with stakeholders to address emerging challenges in the digital space. The agency reiterated its focus on enhancing user safety, digital literacy, and fostering trust and transparency.

NITDA Invites Public Input on Guidelines for IT Projects, Regulatory Instruments

The National Information Technology Development Agency (NITDA) is seeking public feedback on several draft documents related to Information Technology (IT) projects and regulations. This aligns with NITDA’s commitment to an open and collaborative rulemaking.

The legal Documents Open for Public Review are:

Guidelines for Licensing IT Projects Clearance Compliance Assurance Firms 2024;

Regulatory Guidelines for Electronic Invoicing in Nigeria;

Guidelines for Software Development; and

Guidelines for Software Testing.

NITDA is also proposing the amendment of the Guidelines for Clearance of IT Projects for Federal Public Institutions (FPIs). guidelines, initially issued in 2018.

The Guidelines for Licensing IT Projects Clearance Compliance Assurance Firms 2024 aims to ensure that IT projects within Federal Public Institutions (FPIs) are managed and implemented according to approved and established standards, regulations, and best practices.

The instrument will regulate and professionalise the clearance of IT projects, ensuring that FPIs IT projects and initiatives are effectively conceptualised, designed, evaluated, and compliant with relevant Federal Government extant rules and standards in line with the Federal Government’s digital infrastructure goals and the Renewed Hope Agenda.

The Regulatory Guidelines for Electronic Invoicing is designed to promote transparency and deepen the use of technology for e-government automation as well as support the fiscal development of Nigeria through prudent administration of government revenue.

The guidelines will improve tax compliance, enhance efficiency and enhance standardization and interoperability, thereby ensuring that Nigeria is ready for international digital commerce.

The Guidelines for Software Development establishes the minimum requirements for the development of software to be used by Nigerian government entities. It ensures that all software meets quality, security, and operational standards, promotes the growth of the local software testing market, and enhances the efficiency and effectiveness of government services.

The objectives of the guideline are to ensure that software is fit-for-purpose, meeting functional and non-functional requirements, and protect government institutions from operational risks through security, reliability, and performance standards.

To Participate:

These draft documents have undergone internal review and stakeholder consultations. NITDA now invites the public to contribute their feedback by reviewing the documents available for download at: https://nitda.gov.ng/draft-regulatory-instruments/

Public participation is crucial for NITDA to develop comprehensive and effective regulatory instruments. By considering diverse perspectives, NITDA can ensure these guidelines best serve the needs of the IT industry and promote the development of a thriving digital economy in Nigeria.

Stakeholders are advised to send in their review to regulations@nitda.gov.ng on or before 26th November 2024.

NITDA Warns of New “CovertCatch” Malware Threat Targeting LinkedIn Users

The National Information Technology Development Agency (NITDA) has issued a public advisory about a new malware threat named “CovertCatch,” which has been discovered spreading through LinkedIn.

The agency cautioned that this malware poses serious risks to individuals and organizations across key sectors, including defense, media, technology, and academia.

In a statement released recently, NITDA’s Director of Media and Corporate Communications, Mrs. Hadiza Umar, outlined the deceptive techniques employed by cybercriminals to lure LinkedIn users.

“By posing as recruiters or job opportunity providers, these cyber threat actors trick users into downloading malicious files or clicking harmful links,” she warned.

CovertCatch exploits LinkedIn as a means of convincing users they are engaging with legitimate job offers. Once installed, it covertly steals data, records keystrokes, and captures screen activity, leaving users and organizations vulnerable to financial losses, reputational harm, and severe data breaches.

Mrs. Umar noted that the malware is particularly alarming due to its ability to infiltrate networks and gather confidential information, creating opportunities for potential follow-up attacks, such as ransomware.

“The spread of CovertCatch malware via LinkedIn poses major risks to organizations and individuals,” she said.

The implications are especially concerning for sectors that depend heavily on data security, as an infection could compromise critical infrastructure and essential services.

In response, NITDA released several recommendations to help prevent infection.

LinkedIn users were advised to be cautious of unsolicited job offers or recruitment messages, especially those involving file downloads or external links.

“Organisations and individuals should be cautious of unsolicited job offers or recruitment messages on LinkedIn, particularly those that request file downloads or linking to external sources,” Umar advised.

NITDA also encouraged organizations to monitor unusual login attempts, adopt Multi-Factor Authentication (MFA) for all accounts, and ensure antivirus software is regularly updated.

“Keep antivirus software up-to-date and scan regularly to detect anomalies promptly,” she advised.

Additionally, NITDA recommended periodic audits of LinkedIn connections and enforcing role-based access controls on sensitive information.

Mrs. Umar stressed, “Organisations should periodically audit LinkedIn connections and restrict access to sensitive information based on role and necessity,” as a proactive measure to prevent unauthorized access.

With CovertCatch’s capabilities posing significant threats, NITDA’s advisory underscores the importance of vigilance and strong cybersecurity practices to protect against this emerging malware.
