The ban, imposed three weeks ago over concerns about AI-generated sexualised content, made Indonesia the first country to block access to Grok entirely.

The Ministry of Communication and Digital Affairs said access would be restored on a conditional basis and remain subject to strict regulatory oversight.

“The normalisation of access to Grok services is being carried out conditionally after X Corp submitted a written commitment containing concrete steps for service improvement and prevention of abuse,” said senior ministry official Alexander Sabar.

He added that the government would continue verifying the platform’s compliance measures, stressing that approval does not signal the end of regulatory scrutiny.

Indonesia’s decision comes as regulators worldwide intensify pressure on AI companies over harmful content, particularly sexually explicit material generated by large language models. Several governments in Europe and Asia have already opened investigations into Grok’s content moderation practices.

X and xAI, which operates Grok, did not immediately respond to requests for comment.

The move follows growing global scrutiny of Grok’s image generation features, which regulators in several countries say have been used to create sexualised deepfake images of women and underage girls. Governments including those of India, Germany, France and Malaysia have launched inquiries or taken regulatory action against the tool.

Indonesia’s Communications and Digital Minister, Meutya Hafid, said the government views non-consensual deepfakes as a serious violation of human rights, personal dignity and digital security.

While other countries have opened investigations into Grok, Indonesia is the first to impose an outright block on the chatbot, according to media reports. The British Broadcasting Corporation (BBC) has reported that the United Kingdom is also considering restrictions on Musk’s social media platform X over alleged failures to comply with online safety laws.

Musk has previously said that X would take action against users who prompt Grok to generate illegal content, including banning offending accounts. However, India’s government said it was not satisfied with xAI’s response and is considering further action.

On January 8, Musk announced that Grok’s image generation and editing features would be restricted to paid subscribers as the company works to address safeguards that allowed the creation of sexualised images.

X has offered to provide Indian authorities with a detailed demonstration of how Grok operates and to explain its content moderation systems, according to Reuters.

The personal data protection law that had been under consideration in Indonesia since 2016 has finally been passed. The new Bill, according to the administration, will be crucial given the recent wave of data security breaches in the nation.

The Personal Data Protection (PDP) Bill was approved by Indonesia’s House of Representatives earlier this month, opening the path for its ratification on Tuesday. The nation has now joined the list of Southeast Asian nations with specific laws protecting personal data, including Singapore and Thailand. Communications and Informatics Minister Johnny G. Plate had hailed the approval as a milestone and key to driving connectivity and advancements for the local digital sector. Plate said laws to safeguard personal data would help boost and facilitate the management of data security breaches, according to statutory board and state-owned news agency, Antara.

Since personal information is needed for public services and is processed digitally, the security breaches underscored the urgent necessity for the data protection bill, according to Antara. Identity card numbers (NIKs), for instance, were frequently used to complete the purchase of railway tickets as well as the registration of online apps.
