The directive was conveyed in a compliance circular signed by the Secretary to the Government of the Federation (SGF), Senator George Akume, which places personal responsibility on Permanent Secretaries, Accounting Officers and Chief Executive Officers of MDAs for ensuring compliance with Nigeria’s data protection laws.

Dated July 27, 2026, Circular No. 59805/S.I/74 forms part of the Federal Government’s efforts to strengthen data governance and improve public confidence in the management of citizens’ personal information.

According to the circular, the directive follows an instruction from President Bola Tinubu, who described data as a strategic national asset requiring stronger protection.

“Data is the new oil: its value increases the more it is refined and responsibly shared. I therefore direct all Ministries, Extra Ministerial Departments and Agencies to capture information rigorously and safeguard it under the Nigeria Data Protection Act, 2023,” the President was quoted as saying.

The circular requires all federal MDAs to comply fully with the Nigeria Data Protection Act, related regulations, guidelines and directives issued by the NDPC governing the processing of personal data.

It also directs every MDA to appoint suitably qualified officers as Data Protection Officers responsible for overseeing compliance and advising management on lawful data processing practices.

In addition, agencies are required to submit the names and contact details of their designated DPOs to the NDPC for registration.

Where necessary, MDAs are expected to engage licensed Data Protection Compliance Organisations (DPCOs) to conduct mandatory compliance audits and support implementation efforts.

The government further instructed agencies to make adequate budgetary provisions for data protection activities, including staff training, public awareness programmes, technical safeguards and periodic compliance audits.

MDAs are also required to submit all mandatory Data Protection Compliance Audit Returns and other statutory filings to the NDPC within the timelines prescribed by law.

The circular states that Permanent Secretaries, Accounting Officers and Chief Executive Officers will be held personally accountable for ensuring compliance with the directive.

Reacting to the development, National Commissioner and Chief Executive Officer of the NDPC, Dr. Vincent Olatunji, commended the Tinubu administration for demonstrating strong political commitment to protecting the privacy and fundamental rights of Nigerians.

He said the Commission had established a regulatory clinic to provide technical support to MDAs implementing the new requirements.

According to the NDPC, the directive forms part of broader efforts to strengthen Nigeria’s data governance framework as the country advances its digital transformation agenda and prepares for the opportunities presented by the Fourth Industrial Revolution.

The agency issued the warning in a statement posted on its verified X account on Wednesday, citing the Deloitte Nigeria Cybersecurity Outlook 2026, which estimates that cybercrime cost the country more than $3 billion between 2019 and 2025.

The warning was delivered by Dr Ayodele Bakare, Assistant Director in NITDA’s Cybersecurity Department, while representing Director-General Kashifu Inuwa Abdullahi at the opening of a two-day workshop on securing government digital infrastructure through capacity building.

Bakare said government platforms have experienced a growing number of cyber threats, including website defacements, account compromises, ransomware attacks and data exfiltration, with stolen information frequently appearing on the dark web.

He also cited a United Nations Office on Drugs and Crime assessment that ranks Nigeria among Africa’s three most targeted countries for cyberattacks due to the rapid expansion of its digital economy.

According to Bakare, the interconnected nature of government systems means a vulnerability in one agency can expose multiple institutions to attack.

“The threat actors are organised, financially motivated, and politically driven. A weakness in one MDA becomes a doorway into another. Our defences cannot be fragmented; cybersecurity in government must be concerted,” he said.

NITDA said strengthening cybersecurity capacity across public institutions remains critical to protecting Nigeria’s digital infrastructure and national security.

In line with President Bola Ahmed Tinubu’s Renewed Hope Agenda to enhance governance for effective service delivery, and with NITDA asserting its mandate as the clearing house for all government Information Technology, (IT) projects, the Agency has taken the campaign on the imperative of scrutinizing IT projects of the Federal Public Institutions to the Office of the Accountant General of the Federation, Office of the Auditor General of the Federation and Bureau of Public Procurement.

The visit focused on the presentation of NITDA’s Reviewed IT Project Clearance Guidance Document—an updated framework designed to standardise the planning, funding, and execution of IT projects in line with national digital economy goals. The document, a revision of the 2018 Guidelines for Clearance of IT Projects, emphasises cost-effectiveness, regulatory compliance, and transparency, reinforcing NITDA’s role as the clearing house for all government IT initiatives under the National Information Technology Development Act (2007.)

During these visits, NITDA’s Director General emphasised that the Agency cannot work in isolation to achieve the Renewed Hope Agenda of transforming the economy digitally. “And we need to explore how we can strengthen our partnerships and collaborations in line with the President’s agenda.”

He averred that there is need to be more focused and intentional in the implementation of IT projects if the country wants to maintain its leading position in Africa.

“56 percent IT projects failed to deliver on what were promised because we go for latest technology, and failure to design before building the technology and lack of consideration for the business value proposition we are trying to deliver with the projects, he decried.

Inuwa informed his hosts that in order to safeguard against that, NITDA has reviewed the IT Clearance Guideline because experience has shown that most Ministries, Departments and Agencies build IT projects based on the proposal submitted to them by the contractors who would design the projects, implement them and operate them which give no room for accountability and transparency and that has led to the failure of many IT projects.

“We are building a digitised government service; and government is one. We need to work together, work harmoniously, the same way IT system works to deliver these services. For us to achieve this, we need to be more intentional in the way we design, and implement. And if we continue to design and implement in silos, they will never worked together, he warned.

He maintained that the idea behind the reviewed guideline is to ensure that IT projects are designed in line in line with the mindset of interoperability in order for Ministries Departments and Agencies, (MDAs) to explore shared services and follow the best practices and standard.

“The guideline will guide MDAs on how to design, operate and how to maintain system because building of these systems is beyond technology but people, processes and key components of that are paramount.

According to the Director General, the proposed guideline has three steps of IT projects implementations which are; the Solution Design, the Implementation and Quality Assurance steps.

He added that going forward; contractors are required to get license and certified employees on these three steps for their companies before government’s IT projects could be awarded to them.

“These measures are designed to eliminate corruption, prevent duplication, and ensure that government IT initiatives are structured to create meaningful change—fostering efficiency, equity, and fairness in public service.”

At the Bureau of Public Procurement, the Director General, Dr. Adebowale Adedokun stressed the significance of standardising IT Project Bidding Documents. He remarked, “It is disheartening that organisations misuse IT projects to siphon public funds—resources that could otherwise be channeled towards impactful initiatives that can transform the country.

He disclosed that MDAs come with IT projects that were adopted without standardization and guideline “but with this new guideline our decision should pave ways for the development of the IT sector of the country.”

While describing the meeting as crucial to eradicate corruption in the implementation of IT projects, he noted that because most IT projects component are intangible, official leverage them to siphon public fund, adding that the Bureau has developed a standard bidding document for the IT procurement.

He said, “We have huge responsibility with NITDA to avoid corruption, duplication of IT projects and ensure transparency and accountability in the award of IT projects for the Federal Public Institutions. It is disheartening that we are consuming resources that can be deployed to meet other needs of the country and we need to stop this and say no to wastage.”

He tasked NITDA to reconsider service-wide procurement of licenses of organisations like Microsoft, Oracle and others, and also develop a template for IT Price Intelligence which the Bureau can rely on for costing. “We are not IT experts, if NITDA can help us with data on the prices of IT related products which can serve as benchmark for pricing, it will go a long way in our review.

Dr Adedokun equally canvassed for capacity building for the government’s staff in IT cadre so they would not be outsmarted by contractors.

Both NITDA and BPP agreed to constitute a working committee that would work out modalities for the realisation of the entire intended plan and sign a Memorandum of Understanding on its implementation.

At the Office of the Auditor General of the Federation, the Auditor General of the Federation, Shaakaa Kanyitor Chira, remarked that NITDA needs to be commended for its thoughtfulness for bringing the guideline forward for its review and inputs.

He assured that once the policy becomes operational, the Office of the Auditor General will conduct a performance audit to assess whether it is effectively contributing to the betterment of the country.

Similarly, the Accountant General, Shamseldeen Ogunjimi, commended NITDA’s efforts to standardise IT project implementation and expressed readiness to support the integration of the clearance guidelines into financial processes.

By presenting the Reviewed IT Project Clearance Guidance Document, NITDA aims to ensure that the AGF’s financial oversight aligns with its vision of a digitally transformed public sector. The collaboration is expected to enhance service delivery, curb inefficiencies, and position Nigeria as a leader in technology-driven governance.

It could be recalled that NITDA, in 2018 unveiled the Guideline for IT Project Clearance and the Agency has been able to save over N300 billion for the country in its effort at clearing IT project.

TECH DIGEST- In order to lower the costs incurred by the government in the acquisition of IT goods and services, the Nigerian Federal Ministries, Departments, and Agencies (MDAs) have been requested to make sure that their Service Level Agreements (SLAs) contain provisions for warranty, downtime, and after-sale support.

This week in Abuja at the Consumer Protection Forum, Kashifu Inuwa Abdullahi, the director general of the National Information Technology Development Agency (NITDA), made a statement titled “Review of the Guidelines for Introduction of SLA in Government Contracts.”

According to the NITDA boss, the objectives of the guideline, which is in consonance with Section 6a, 17, 18(4) and 32 of the NITDA Act 2007 is to ensure that IT projects in government are implemented and supported in a sustainable and timely manner

“The NITDA IT Clearance has proven to be a great cost cutter for the Federal Government,” said Abdullahi who was represented by the Director, Standards, Guideline and Framework, Mr. Oladejo Olawunmi.

The NITDA director described the forum as a platform that brings vendors and customers of IT products and services together to discuss areas where IT service delivery faces challenges. He also noted that it will raise awareness of consumers’ rights regarding IT products and services to ensure efficient and effective service delivery. The Nigerian digital economy’s expansion, he claimed, would be hampered by certain factors, which would be identified by the Consumer Protection Forum.

“Two weeks ago, NITDA had a very successful international conference, the Digital Nigeria International Conference where the need to pull down barriers which stifle innovation in the Digital Economy was highly recommended. The Consumer Protection Forum is a platform to identify such barriers,” he said.

“NITDA, under its mandate of regulation of the IT sector in Nigeria and in furtherance of its Developmental Regulation pillar, which is one of the seven pillars of the Agency’s Strategic Roadmap and Action Plan (SRAP 2021-2024) is always seeking to ensure the efficient and effective delivery of IT products and services. This is more so because of the significant role IT has played on the country’s economy in recent years and the more critical need for the Digital Economy to provide the much-needed succor from the prevailing global economic downturn.”

He said there was a need to have a “viable enabling environment” for the digital economy to thrive, adding that it is not only enough to only have innovations in the emerging technologies but to ensure that players in the industry thrive under a mutually cohesive environment which makes the SLAs an imperative.

The lead reviewer of the guideline, Barrister Babatunde Bamigboye in a sideline interview explained that the guideline is to ensure sustainability of government IT projects and services among the Federal Public Institution. He said the move would help the government to save cost.

“The SLAs means that government will not have to be spending money repeatedly on ICT. Once we have achieved one, we move on to the others. That is the ultimate goal, and it would make our digital economy be built on something that is sustainable because if we are talking about the digital economy, the infrastructure should be on solid ground in terms of ICT and how can we get the solid infrastructure if we don’t have agreements or guidelines on how to get those infrastructures in place,” he said.

Participants at the event, who represented a variety of MDAs, agreed that putting the rules into place would ensure effective delivery of goods and services.

The National Information Technology Development Agency’s Computer Emergency Readiness and Response Team (NITDA-CERRT) has urged all government Ministries, Departments, and Agencies to take extra security precautions by hardening their cyber defences and performing due diligence in identifying indicators of malicious activity that could affect their networks, assets, and critical national infrastructure.

Following Russia’s invasion of Ukraine, cyber attacks on businesses and government organizations have grown, with the possibility of spillover cyber attacks against non-primary targets becoming far more frequent.

In a statement made available to newsmen, said: “There is a greater danger for countries doing business in or with these countries’ governments, as well as businesses or countries that apply sanctions or are believed to intervene.”

Therefore, Ministries Departments Agencies are advised to use the following steps to prevent such attacks.

“Carry out checks for possible vulnerabilities on their systems and implement appropriate remediations.
Always ensure software’s are updated.Carry out regular patches on all systems.

“Secure and monitor remote desktop protocol and other risky services.
Carry out awareness on cyber security best practices to sensitized employees and users of services. It said.

Organizations are however, invited to sign up for NITDA’s free web protection service, which will provide MDAs’ administrators with detailed information about the vulnerability of their web services.

TECHDIGEST – Recently, I read about the inauguration of a 14-man enforcement committee to monitor the implementation of the National Second Level Domain Policy across all ministries, departments, and agencies (MDAs) both at the state and federal levels by the National Information Technology Development Agency (NITDA) and was astonished why after 6 years Nigeria government is still advocating for the compliance of the local .ng domain.

The Federal Executive Council’s (FEC) drive toward economic diversification and commitment to the development of a robust digital economy resulted in the approval of the National Second Level Domain Policy on February 16, 2022, which required the use of the Nigerian Second Level Domain by all government-owned websites and official emails.

I was surprised when a diplomat issued his card for confirmation and on it reads .co.uk and our top public officials were not aware of the use of .ng in their ministries.

It will also be surprising to many that Nigeria Internet Registration Association (NiRA) is the registry for .ng Internet Domain Names and maintains the database of names registered in Nigeria.

The .ng is the Internet country code top-level domain (ccTLD) for Nigeria. Nigeria’s domain name system identifies Nigeria-related websites and is currently available for registration in the following variants, with most of them being restricted to Nigerian entities such as biz.ng, org.ng, gov.ng, edu.ng, and so on.

Many Nigerian business platforms still struggle with the indulgence of .ng not aware of the immense benefit it will offer to boost their business outlook both local and international.

For Instance, Nigerian businesses registering .ng domain names have the immediate benefit of being ranked first on search engines when they conduct an online search. Using it and maintaining good SEO for the website will, over time, lead to an increase in local traffic.

A strong online presence is essential. Your prospective customer will likely conduct a web search when looking for your product or service, and a website that is relatively easy to find and navigate will greatly increase your chances of making a sale which .ng provides.

It was also disturbing to receive the report by the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) that the number of micro, small and medium enterprises (MSMEs) across the country dropped by about two million between 2017 and 2021.

The 2021 MSME survey revealed that there are 39 million MSMEs in Nigeria which is a significant drop from the 41 million reported in the 2017 survey report.

Now, think of the amazing impact on these MSMEs if a significant number used the .ng domain for the development of their website with the national identity and all the attendant benefits.

For international trade merchants, .ng is a strong provider of mobility for online presence. Whether they decide to switch hosting services, relocate to a different country, or switch to using their in-house server, the domain name stays with them, allowing them to build their brand without having to start all over.

Another interesting fact is the use of .gov.ng for government organisations (MDAs) especially at the state and local government levels, where 80 percent of administration websites and mail addresses lack the .ng validation.

Nigeria’s online presence in her identity aims to dominate the digital economy, but the MDAs’ use of generic domains and personal e-mail for business and correspondence compromises its identity, security, and global reputation on the internet.

The use of .ng in all state and local governments will make a very good first impression as being patriotic, credible, and a crucial tool for meeting the needs of citizens and connecting with your community.

The slow connectivity that many local governments complain of can be resolved by our local domain .ng. There is usually a delay associated with any website that utilizes a foreign string because of URL demand for the web page to load. By using the .ng string and also hosting their website locally, they can improve speed and enable the website to operate faster.

Therefore, MDAs should serve as good examples for all in using the .ng domain at all levels. To build Nigeria’s digital presence in the global space, MDAs should stop using domains from the internet providers or mail providers.

In contrast to registering a foreign domain, the .ng domain is affordable and payments are made in Naira.  This will save businesses and the country huge amounts of foreign exchange.

What amazes me is that Nigeria has the highest number of tech hubs in Africa with South Africa coming second. Yet South Africa has over one million domains in the .co.za registry while Nigeria has about 100,000 domains in the .ng registry.

Many federal and states government institutions fancy the use of other national domain name applications like .co.za, .com, .co.uk, .com.gh at the expense of the .ng domain which still suffers poor recognition.

NITDA as the authority that manages and administers Nigeria’s ccTLD (.ng) has taken the bold step to inaugurate a 14-man enforcement committee to monitor the implementation of the National Second Level Domain Policy and ensure compliance to actively increase registration on the .ng domain.

This is a commendable effort by NITDA as it works closely with relevant organizations to ensure that all government entities have access to dedicated domain names.

Also, service providers are encouraged to support this initiative by ensuring that any government domain they register conforms to this directive to ensure the general adoption of the .ng. domain.

It is expected that the new policy will significantly enhance the public’s confidence in the authenticity and security of information accessible from government-owned websites.

Furthermore, the application of .ng domain websites or email does not invalidate our already existing email or website addresses. They can be synchronized with .ng appropriately and utilize the existing application with no complications or delay.

The cooperation of all Nigerians is highly needed to adopt the use of the .ng domain which will help advance the country’s digital transformation and economic fortune.

TECHDIGEST – The Federal Executive Council (FEC) has approved the National Policy on the Nigerian government second-level domains and ordered all federal public institutions to obtain a Nigerian government second-level domain.

The country’s highest decision-making body gave the approval during its meeting on the 16th of February, 2022 based on the presentation of a memo by Minister of Communications and Digital Economy, Professor Isa Ali Ibrahim Pantami.

By law, all federal public institutions are to obtain a Nigerian government second-level domain from the National Information Technology Development Agency (NITDA), and “migrate to that platform with immediate effect. As part of the implementation of the National Digital Economy Policy and Strategy (NDEPS),” notes Technical Assistant (Research & Development) to Minister of Communications and Digital Economy, Dr Femi Adeluyi in a statement issued in Abuja.

Adding: “The scope covers the Nigerian government second-level domain and email services on .gov.ng, .mil.ng, .edu.ng, .sch.ng, and any other Nigerian government owned second-level domains that could be approved in the future.”

The policy was developed to strengthen public confidence in the use of digital technologies and participation in the digital economy. The policy is also in line with the implementation of the Nigerian e-Government Master Plan, approved by the FEC in August 2018.

The master plan has a vision to create a world class open and digitalized government that connects with people to drive efficiency in public administration, responsiveness of civil services and transparency in governance leading to improvement of the quality of life of Nigerians.

The increasing rate of cyber-related incidences has inspired countries to develop policy instruments to effectively regulate and manage their use of information and communication technologies in government institutions, specifically electronic correspondences within the government. Several countries have put policies in place to ensure that official correspondences are only conducted using approved domains and platforms in government institutions. The use of generic domains and private emails for government businesses and correspondences impedes the identity, security and global recognition of the Nigerian government on the Internet.

Furthermore, the use of private emails for Government business is a major limitation to the capabilities to archive and back-up sensitive Government data thereby making it difficult to preserve historical correspondences and documents hosted on non-Government servers. Similarly, government documents that should be deleted or destroyed after a period of retention are permanently hosted on unsecure servers.

The policy will be implemented by the National Information Technology Development Agency (NITDA), under the supervision of the Federal Ministry of Communications and Digital Economy. It seeks to promote transparency in governance; protecting the Nigerian cyberspace; and promotion of the Digital Nigeria agenda. It also seeks to accelerate the adoption of the second level domain (.gov.ng, .edu.ng, .mil.ng) under the country code Top Level Domain (ccTLD.ng) with the main objective to eliminate the use of top-level domains for government business and the use of private emails for official correspondences by the end of year 2022.

The policy gives direction for the enforcement of the mandatory use of the Nigerian government second-level domains by all federal public institutions, and recommends its adoption by states and local governments. The scope covers the Nigerian government second-level domain and email services on .gov.ng, .mil.ng, .edu.ng, .sch.ng, and any other Nigerian government owned second-level domains that could be approved in the future.

As part of the implementation of this policy, federal public institutions are to obtain a Nigerian government second-level domain from NITDA and migrate to that platform with immediate effect. As part of the implementation of the National Digital Economy Policy and Strategy (NDEPS), the ministry will continue to position Nigeria to leverage technology in order to transform Nigeria into a sustainable and secure digital economy.

He also advised them to embrace digital services such as using their official emails to transact their daily assignments; ‘We advise you to commit to making use of your official emails and not your personal email in communicating amongst one another. Your Official email is secure and gives you a professional outlook when interacting with local and international Stakeholders, Partners and Clients’.

At this training, Technical and Service Experts from Galaxy Backbone and the National Information Technology Development Agency (NITDA), took participants on courses ranging from Digital Economy And The Nigerian Federal Public Sector, Use of GOVMAIL (the official government email) for digital communication and Network & Cyber security In The Nigerian Public Sector amongst other Digital Service programmes.

The Digital Transformation Technical Working Groups (DT-TWGs), a creation of the Honourable Minister of Communications & Digital Economy, Dr. Isa Ali Ibrahim Pantami, comprise selected members across Ministries, Departments and Agencies (MDAs) that have been tasked to provide digital leadership to their MDAs.

Each DT-TWG in an MDA will comprise of the Director/Head of ICT, a member of the ICT department or unit, and a selected member from some of the following departments/units; finance, procurement, audit, legal, etc.

Among others, they will be responsible for the success of digital initiatives/projects of their respective MDAs. GBB as the Digital Infrastructure and shared services provider to Federal Government organizations, play a fundamental role in the development and success of this group hence this training.

TECH DIGEST – The Federal Executive Council has at its meeting on Wednesday, the 14th of October, 2020, approved the Policy on Virtual Engagements for the Public Service, according to a statement signed by Dr Femi Adeluyi, Technical Assistant (Information Technology) to the Honourable Minister of Communications and Digital Economy.

The approval followed the presentation of the draft policy by the Honourable Minister of Communications and Digital Economy, Dr Isa Ali Ibrahim (Pantami), and the Head of the Civil Service of the Federation, Dr (Mrs) Folashade Yemi-Esan.

The COVID-19 pandemic had led to a sudden migration of official meetings from the conventional physical meeting format to virtual platforms.

Much as these changes were welcome, provision was not made for such meetings in the Public Service Rules.

This Policy on Virtual Engagements for the Public Service was, therefore, developed to legalize as well as provide the framework and standards within which Ministries, Departments, Agencies (MDAs), Parastatals, and Government-owned companies can use virtual engagements as an administrative procedure in the Public Service.

The Policy is aimed to institutionalize the use of virtual platforms for effective and efficient service delivery; and to encourage remote collaboration among stakeholders, including the private/public sector, individuals and International Organizations.

It also aims to effectively adopt and deploy digital technology for virtual engagements in order to improve service delivery in the Public Sector; to enhance learning and manpower development across the various Ministries, Departments and Agencies (MDAs) in order to create a smart workforce; and to improve transparency in government and fight corruption.

The Honourable Minister tasked all MDAs, Parastatals and Government-owned companies to familiarize themselves with the provisions of the Policy and ensure full compliance.

To ensure the inter-operability of technologies adopted for inter-governmental meetings, Government institutions at the State and Local Government Levels are also encouraged to adopt the Policy.

“The implementation of the Policy will improve service delivery in the country and will support in the implementation of the National Digital Economy Policy and Strategy for a Digital Nigeria.

“The Policy can also be supported by subsidiary legislation from our regulatory parastatals supervised by the Ministry,” the statement read.

The statement quoted the Federal Ministry of Communications and Digital Economy as expressing its commitment to supporting all government institutions towards the successful implementation of the Policy.
