NITDA Boss Advocates For Integrating AI in Nigeria’s Security Sector

Kashifu Inuwa, CCIE, the Director General of the National Information Technology Development Agency (NITDA), emphasized the potential for increased efficiency and effectiveness in Nigeria’s security sector through collaboration between the security industry and the startup ecosystem.

Inuwa made these remarks while hosting the Commandant of the National Institute for Security Studies (NISS), Alhaji A. S Adeleke, represented by Deputy Commandant D. E Egbeji.

The visit included faculty members and participants of the Executive Intelligence Management Course (EIMC 17) with the theme “Artificial Intelligence, Security, and Emerging Economies in Africa: Challenges and Prospects,” held at the eGovernment Training Centre (eGTC), Public Service Institute of Nigeria (PSIN), Kubwa, Abuja.

Inuwa highlighted the unique approaches of the security and information technology (IT) sectors, noting that collaboration could harness the vast opportunities offered by IT, including the utilisation of Artificial Intelligence (AI), the Internet of Things (IoT), and other emerging technologies to strengthen the security sector.

“The way you do things in Security is different from the way we do things in the Information Technology (IT) sector but if we can work together, we can make things better by utilitising the numerous opportunities that IT offers leverage AI, IoT and Emerging technologies in strengthening the security sector.”

Regarding AI, Inuwa asserted that it is a driving force globally, dispelling common misconceptions by emphasising its role in simplifying tasks, providing quick answers, and offering solutions.

He categorized AI into three types based on capability: Narrow Intelligence, General AI, and Deep Learning AI. Narrow Intelligence involves machines outperforming humans in specific tasks, General AI can learn and apply knowledge, and Deep Learning AI uses neural networks, akin to the human brain.

Expanding on AI functionality, Inuwa delineated four categories: Reactive Machines, Limited Memory, Theory of Mind, and Self-Awareness. Reactive Machines operate solely on given data, lacking the ability to remember past information; Limited Memory can store and utilise historical data for predictive analysis, while Theory of Mind involves systems capable of understanding human behavior.

Inuwa added that the NITDA actively supports AI growth in Nigeria through initiatives like the National Centre for Artificial Intelligence and Robotics (NCAIR) and the ongoing development of the National Artificial Intelligence Policy.

Expressing openness to strategic collaboration, Inuwa highlighted that such partnerships align with the NITDA Strategic Roadmap and Action Plan (SRAP 2.0), particularly the pillar focused on forging strategic partnerships and collaborations. He emphasized that synergistic relationships would amplify Nigeria’s digital initiatives and global presence.

“We are open to strategic collaboration as it aligns with a pillar of the NITDA Strategic Roadmap and Action Plan (SRAP 2.0) which is to Forge Strategic Partnerships and Collaboration. And synergistic relationships will amplify Nigeria’s digital initiatives and global presence,” Inuwa added.

In response, Commandant NISS Alhaji A.S Adeleke expressed the institute’s intent to learn from NITDA’s experience, seeking valuable insights to inform an executive brief for President Bola Ahmed Tinubu GCFR. This brief aims to contribute to policy formulation and implementation.

“We are here to share from your experience and to gather all we can from the beginning of the course, because at the end of the course we are expected to make an executive brief to President Bola Ahmed Tinubu GCFR that will aid policy formulation and implementation,” Adeleke said.

In his earlier comments, Dr. Aristotle Onumo, the Director of Corporate Planning and Strategy, offered a comprehensive overview detailing the evolutionary journey of NITDA from its inception to the present day. He delved into the agency’s historical milestones, charting its growth, development, and transformative initiatives over the years.

He underscored the role NITDA has played in shaping and steering the trajectory of information technology and development in Nigeria, showcasing its commitment to fostering innovation, digital literacy, and technological advancement.

TECHDIGEST – National Institute of Security Studies (NISS) has engaged the Nigerian Communications Commission (NCC) to advance strategic collaboration that would enhance the application of Information and Communication Technology (ICTs) towards improving national security.

Speaking during a visit to the Executive Vice Chairman of the Commission, Prof. Umar Garba Danbatta at the NCC’s Head Office in Abuja recently, the Institute’s Director, Research Estimates and Library Services, Dr. Adegboyega Karim, said the visit was on a fact-finding mission to enrich ongoing research that focuses on globalization and regional integration for sustainable development in Africa.

Karim led to the Commission a team delegation of Executive Intelligence Management Course Sixteen Participants (EIM16), a study group with representations from various security agencies under the auspices of NISS, typically senior officers in security agencies, including the military, police, intelligence services, and other relevant agencies.

He noted that the Commission has made giant strides advancing the course of digital economy development in Nigeria, and that its regulatory processes provide a good opportunity for the collaboration to enable the group to research further into matters regarding telecommunications and national security.

Director, Special Duties of the Commission, Dr. Ikechukwu Adinde, who received the team on behalf of Danbatta, affirmed the readiness of the Commission to collaborate with the Institute, and, indeed, any private and public institution that is focused on national development.

Reiterating on the advancements made in ICTs, Adinde said it is within this context that the Commission continued to promote the deployment of robust digital infrastructure capable of supporting and improving the security of lives and property.

“As a way of consolidating on the tremendous successes that had been recorded in the telecoms industry through effective regulatory regime emplaced by the Commission, the Federal Government has formulated a number of policies such as the Nigerian National Broadband Plan (NNBP) and the National Digital Economy Policy and Strategy (NDEPS), among others, which serve as a compass for our efforts at building a resilient digital economy that supports security,” he said.

Adinde enlightened the visiting delegation on NCC’s efforts towards ensuring adequate protection for telecoms facilities, across the nooks and crannies of the country where it is treated as Critical National Infrastructure (CNI), the building of Emergency Communications Centres (ECCs) across states and Federal Capital Territory (FCT) as well as series of collaborations with relevant agencies to ensure effective connectivity to individuals and institutions.

NITDA, NISS Proffer Forensic Initiatives for National Security

TECHDIGEST – The shortage of manpower in forensic expertise in the country has been described as one of the challenges mitigating against curbing the menace of cyber attacks, which the National Information Technology Development Agency (NITDA) and National Institute for Security Studies (NISS) have agreed to partner in order to lessen the shortfall.

This was the highlight of discussion when the Director General, NITDA, Mallam Kashifu Inuwa Abdullahi, CCIE, received his counterpart, the Commandant, NISS, Alhaji Saheed Adeleke, fsi, mni on courtesy visit at the Agency’s Corporate Headquarters.

Mallam Abdullahi, in his welcome address, applauded the commandant of NISS and his management team for taking the initiative to seek collaboration with NITDA in making Nigeria a better and safer place to live.

The DG stated that most government and private processes are prone to hacks and cyber attacks, and it has become imperative to improve on capacity building for security agencies and private outfits to produce more forensic experts in combating these crimes.

According to the NITDA DG, “the trending COVID-19 pandemic has forced the digitization of processes and disrupts the normal way of life globally. This has led to increase in cyber attacks and crime waves, necessitating collaborative efforts of relevant organ of government to ensure safe, secure and digitally safe country.”

Abdullahi believes that the two organizations have what it takes to proffer strategic initiatives which will help in safeguarding the lives and properties of all citizens of Nigeria as well as the sustainability of the National Digital Economy Policy and Strategy (NDEPS).

He said the Agency usually collaborates with private and government institutions because, according to him, no one can operate in isolation. “In governance, there’s no way you can work in silos and expect success. The world is going digital now and for any objective organization, they must embrace digitization”, the DG said.
He mentioned that NITDA has set up Digital Transformation Technical Working Group for MDA’s that oversees the entire digital architecture whereby valuable information are shared through relevant platforms.

While speaking on several regulatory instruments put in place by NITDA to support digital economy, Abdullahi said Nigeria Data Protection Regulation (NDPR) stood out as a unique instrument targeted at protecting the ‘oil’ of digital economy which is data. “I am sure you manage a lot of people’s data at your institute and NDPR, which is an initiative by NITDA, will give clear directions on how to manage people’s information and data” the DG disclosed.
Mallam Abdullahi agreed with the NISS commandant that the security of the nation is a collective responsibility and this, also falls under one of the Agency’s mandates, which securing the country’s cyberspace.

“One of our mandates is to use information technology to improve national security and this cannot be taken for granted because at the NITDA’s Strategic Roadmap and Action Plan, (SRAP 2021-2024), cyber security is one of the 7 strategic pillars we are working on”, he said.

The Director General averred that it is almost impossible to separate the physical and digital world because data received from the digital world can be used to depict and influence the subject physically.

“In intelligence gathering, trailing a suspect is rather archaic presently because having access to the person’s mobile phone will yield faster and more accurate results”, the DG added.

Mallam Abdullahi stated that the Agency is investing hugely on cybersecurity by building capacity to have holistic insights into what is happening in the dark web so as to be proactive in helping the nation in securing her cyberspace.

He also disclosed that the Agency is willing to collaborate with NISS on areas of emerging technologies because according to him, every technology has its perils and promises, adding that “As a nation, we need to build capacities to achieve these promises and avoid the perils.”

While assuring his visitors of utmost support and collaboration, he mentioned that on intelligence gathering, the Agency has the tools and investments which can be used to get valuable information from the dark web and come up with intelligent recommendations.

The Commandant, Alhaji AS Adeleke, earlier stated that the Institute is currently running its 14th series flagship programme which has 66 participants undergoing various courses from agencies such as the Economic and Financial Crimes Commission (EFCC), the Nigerian Customs Service, Independent Corrupt Practices & Other Related Offences Commission (ICPC), and many others.

He said, “Managing security of the nation should be a collective responsibility which is why we would like to tap and collaborate with you, most especially in areas of cybersecurity, in order to achieve optimum security for the nation.”

He expressed his willingness to train some staff of the Agency in any of their offered security courses while inviting the DG to pay a working visit to their facilities at the Lower Usman Dam, Bwari, to enjoy the serenity of their learning environment. An offer the DG promised to explore.

The two organizations end up with a 4-man committee to look at areas of mutual collaboration and make necessary recommendations for the benefit of the citizenry.
