Muhammad was awarded a PhD with minor amendments after an intensive three-hour oral defense before an international panel of examiners at Nile University, Egypt. The session, described by attendees as rigorous and intellectually stimulating, culminated in high praise for the originality and practical relevance of his research.

Titled “Extending the Frontier: Advanced Strategies in Trans-Compiler-Based Mobile Code Conversion,” the dissertation addresses a major challenge in modern software engineering — the seamless conversion of mobile applications between iOS (Swift) and Android (Java) platforms.

His work advances the field of transcompilation through four major innovations: automated web-services conversion to ease the transition of cloud-based mobile functions; formal verification using First-Order Logic to mathematically prove equivalence between original and translated code; cross-language library mapping to reduce manual integration efforts; and the integration of Large Language Models (LLMs) to intelligently detect, repair, and refine incomplete code translations.

Commenting on the achievement, Professor Pantami noted that the research contributes significantly to improving efficiency, security, and cross-platform compatibility in mobile software development.

“His thesis adds original contributions to knowledge by enhancing code reliability and scalability,” Pantami said. “These advancements position transcompilation as a practical, industry-ready solution for modern software ecosystems.”

Beyond the technical accomplishment, the defense was marked by emotional depth. Muhammad paid tribute to his late father during the session, reflecting on the personal sacrifices behind his academic journey. Despite the loss, he remained focused and steadfast, supported by his mother, who was present in Egypt to witness the milestone.

“We need many more Ahmads from the North,” Pantami remarked. “He faced personal tragedy but remained committed to excellence. May Allah bless the knowledge acquired and the certificates obtained.”

The research reflects strong international collaboration. It was supervised by Professors Ahmed Hassan, Hala Zayed, and Mohamed ElHelw, alongside Dr. Sahar Selim, with academic mentorship from Professor Jens Knoop. Professor Pantami, who served as an external examiner, recalled establishing a professional relationship with Professor Ahmed Hassan during an international conference in Egypt two years ago.

Last weekend, at the wedding ceremony of my friend’s son, a professor at ATBU, Bauchi State, the conversations that drifted between greetings, laughter, and shared meals revealed something deeper than social pleasantries. As is often the case in Northern Nigeria, politics, religion, and the future of leadership quietly took center stage. One name repeatedly surfaced with unusual intensity: Professor Isa Ali Pantami. Among peers, academics, clerics, and professionals, a striking phrase kept returning—Pantami is becoming the crown prince of both Northern Nigerian politics and Islamic religious leadership. Such a description is neither casual nor accidental. It reflects a growing sense that Pantami occupies a rare and powerful intersection in Northern Nigeria’s public life. This position is difficult to define, easy to admire, and impossible to ignore.

Pantami is not a conventional politician. He is first a professor of computing and cybersecurity, a field that places him firmly in the future rather than the past. He is also an Islamic scholar, trained in classical religious learning and deeply rooted in preaching, moral instruction, and spiritual authority. Perhaps, he is one of the very few people who could easily supervise a PhD in cybersecurity, explain the meaning of hallucination in artificial intelligence, and put to rest the divisive question of whether the Prophet Muhammad was born circumcised. Finally, he is a seasoned public office holder, having served as Nigeria’s Minister of Communications and Digital Economy during a critical period of national digital transformation. Each of these identities alone is demanding. Combined in one person, they create a figure who resists simple characterization. Pantami is not fully a technocrat, not merely a cleric, and not a career politician. He is something more hybrid—and that hybridity is precisely what generates both fascination and caution. In engineering, we call such a hybrid an alloy – an amalgam of different qualities bundled together. Iron alone is malleable and ductile. Add to it some carbon, it becomes rigid steel. Sprinkle a couple of other materials, and it becomes stainless steel.

Pantami’s recent record is stainless, leaving a quiet impact and lasting footprints. His ministerial tenure left behind tangible markers. Nigeria’s digital economy became more visible in national planning; broadband penetration expanded; ICT contributions to GDP gained policy recognition; digital skills and cybersecurity moved closer to the center of governance discourse. These achievements were not theatrical, but they were structural. This is exactly the kind of impact that often goes unnoticed until it is absent. Since leaving office, Pantami has avoided the noisy restlessness that characterizes many former ministers. Instead, he has returned to academia, policy engagement, youth mentoring, religious teaching, and intellectual reflection. This restraint has strengthened his image among admirers: a man seemingly uninterested in power for its own sake, yet clearly comfortable with influence.

The title of this article was inspired by a movie I watched in 1999, “There’s Something About Mary”. I compare Pantami to Mary, the central figure in the movie. Mary is not powerful because she seeks attention; she is powerful because attention gravitates toward her. People project their hopes, ideals, and ambitions onto her. She becomes a mirror in which others see what they desire – love, goodness, stability, meaning. Pantami occupies a similar symbolic space in Northern Nigeria today. Different groups see different things in him: (i) the youth see competence, global relevance, and modernity. (ii) the religious community sees scholarship, moral clarity, and authenticity. (iii) the political class sees discipline, popularity, and electoral potential. Recall the different opposition political groups that visited him recently. And (iv) the technocratic elite sees credibility and intellectual seriousness. Like Mary, Pantami does not loudly announce what he represents; instead, society assigns meaning to him. And therein lies both his strength and his risk. When a figure carries too many expectations, disappointment can follow if clarity does not arrive early enough.

This brings me to Gombe 2027, where I see hope, mass anticipation, and the need for precision. I conducted an unscientific focus group discussion, and one thing is categorically clear: in Gombe State, anticipation is real. Many enthusiastically look forward to Pantami’s possible entry into the 2027 governorship race. He is widely seen as a son of the soil who has succeeded without losing his cultural and religious grounding. For a state seeking economic relevance, youth employment, digital inclusion, and credible governance, Pantami appears—at least on paper—exceptionally well suited.

Yet, we must face reality as it is; not as we want it to be. Cautious support is essential. “We” refers to Pantami, his disciples, supporters, well-wishers, and indeed all enthusiasts of Pantamism – a nascent movement rooted in Islamic scholarship and using the modern knowledge and tools for youth empowerment and general societal development. It is a practical and actionable translation of “wa aʿiddu lahum” and “ribāṭ al-khayl”. Caution is necessary because governance is not scholarship, and leadership is not symbolism. A successful governorship requires: (i) clear economic and agricultural strategies tailored to Gombe’s realities. (ii) a political structure that accommodates diversity, compromise, and dissent. (iii) an ability to translate personal integrity into institutional accountability. And, (iv) emotional intelligence to manage local power dynamics, not just national ideas. We must therefore resist the temptation of romantic projection. He must be allowed—and encouraged—to define himself clearly as a political actor, not merely as a revered figure. For a successful political career, at least three elements are required: (i) a clear message, (ii) a well-oiled, sustainable structure and (iii) a believable candidate or godfather.

Therefore, to call Pantami a “crown prince” is to acknowledge promise, not coronation. History—especially in Northern Nigeria—is filled with brilliant minds who struggled when theory met the messy realities of politics. There is no space here to evaluate case studies of, for example, Lawan Assalamu Alaikum, Ibrahim Shekarau, Nasir El-Rufai, and Hyacinth Alia. Pantami’s strength lies in his restraint, his intellect, and his moral seriousness. His challenge will be to convert these into inclusive, practical, and locally grounded governance.

There is something about Pantami—undeniably so. But fascination must mature into scrutiny, and admiration into thoughtful engagement. If he chooses to run in 2027, he deserves positive support—not blind loyalty. Gombe State, like Mary in the movie, deserves not just attention, but sincerity, consistency, and long-term commitment and economic development. The masses need a clear message. For example, how can the large cassava production in the Kaltungo area of southern Gombe be processed into vitamin C to substitute Nigeria’s multimillion-dollar imports? In 2024, Saudi Arabi formally requested Nigeria to supply one million tons of soybeans and 200,000 tons of red meat annually. How could Gombe State exploit this golden opportunity to uplift its people? There is something about Pantami that convinces me that he has answers to these questions.

While receiving the fellows, Professor Pantami underscored the importance of structured mentorship, describing it as the fastest route for young professionals to acquire wisdom that ordinarily takes decades to gather. Pantami outlined the key qualities required in today’s media practitioners, including curiosity, objectivity, accuracy, fairness, integrity, and strong research skills. He warned against compromising ethical standards for financial rewards, political influence, or personal favours. Although he acknowledged artificial intelligence as a helpful verification tool, he insisted that AI cannot replace primary data gathering, ethical judgment, or human intuition.

The professor of Cybersecurity encouraged the fellows to continuously upskill, reskill, and cross-skill, adding that modern communicators must be multidisciplinary to remain competitive. He also observed that Nigeria’s security challenges can be tackled more effectively through technology-driven intelligence and professional conduct within security agencies.

In his mentorship session, VON Director-General Jibrin Ndace urged the fellows to take their professional paths seriously and appreciate the access and influence that journalism and public relations provide. He cautioned them against misinformation, advising them to deepen their knowledge about the country and avoid sharing unverified content. According to him, media credibility depends on accuracy, restraint, and responsibility.

Ndace emphasised the importance of human relationships, social intelligence, and continuous self-development. He explained that mentorship opens doors to opportunities, recommendations, and even forgiveness in critical moments. He commended Image Merchants Promotion Limited (IMPR), publishers of PRNigeria, for its longstanding commitment to grooming young communication professionals, describing the fellows as a representation of the nation’s potential.

Professor Isa Ali Ibrahim, FCIIS, FBCS, FNCS, CON, former Minister of Communications and Digital Economy of Nigeria and Co-Chairman of the African Union’s 4th Industrial Revolution Policy Council, has called on all Nigerian universities to urgently set up Artificial Intelligence (AI) task forces to guide the responsible and ethical use of the technology in learning, examinations, teaching, research, and administration.

He made this call yesterday, Monday, at the opening of a three-day national conference organised by Gombe State University through its Faculty of Education. The event, which began on 10 November and will end on 12 November 2025, focuses on “Generative AI: Transforming Education—Opportunities, Challenges, and Ethical Considerations.”

Delivering the keynote speech, Prof. Isa Pantami outlined five areas for his address: Introduction and Background of AI, Generative AI and How it Works, Generative AI Transforming Education, Opportunities, Challenges, and Ethical Considerations, and Recommendations.

In his introduction, he provided an overview of the evolution of artificial intelligence, tracing its growth from simple machine learning systems to today’s generative models that can perform complex reasoning and creative tasks. Explaining how AI Works, he briefly described the basic structure of AI systems, including how data, algorithms, and computing power combine to enable machines to learn patterns, generate insights, and perform human-like tasks.

On Generative AI Transforming Education, he explained that, unlike traditional artificial intelligence, generative AI produces new and original content, including text, images, voice, audio, and even computer code. Speaking on opportunities, he said artificial intelligence has the capacity to create 97 million jobs globally and add $15 trillion to the world’s Gross Domestic Product (GDP) by 2030. He also highlighted the growth of AI-powered personalised learning, AI-enhanced teaching tools, and research platforms, including Zotero, a platform for managing and citing research sources; Connected Papers, which helps visualise and explore academic papers related to a topic; Research Rabbit, which assists in discovering connections between research papers; and Chat Academia, an emerging system designed specifically for higher education research.

Prof. Pantami emphasised that AI will not replace human beings, “but those who learn how to use it will replace those who fail to learn it.”

Discussing the Challenges and Ethical Considerations, he identified several key challenges in deploying AI in education: academic integrity, as students are increasingly generating entire assignments and writing their thesis using AI, making it difficult to distinguish original work; data privacy, with concerns over how student and institutional data is stored and protected; data security, as the exponential growth of global data in exabytes and zettabytes creates potential security risks; and algorithmic bias, where AI systems may reflect biases present in their training data, affecting fairness and outcomes.

Turning to his Recommendations, he urged all Nigerian universities and other higher institutions of learning to immediately establish AI task forces, noting that Harvard University, MIT, and the University of Pennsylvania have adopted similar approaches. He recommended:

1) The establishment of AI task forces, including academics, non-teaching staff, legal experts, and AI specialists, is responsible for drafting guidelines on AI use in students’ projects and staff research.

2) Continuous training of staff to ensure faculty and support staff can effectively integrate responsible AI into teaching and research.

3) Acquisition of platforms to detect plagiarism and AI-generated work in order to maintain academic integrity.

4) Encouraging students to develop AI-related startups includes leveraging the Nigeria Startup Act 2022 and available government funding.

5) Increased investment in AI research and innovation by universities, state governments, and the federal government to remain globally competitive.

He concluded by recommending that universities begin accommodating ethical and responsible AI within their curricular structures, saying early exposure is necessary for students to compete globally.

He commended the Vice-Chancellor, Prof. Sani Ahmad Yauta, the Dean of the Faculty, Professor O.A. Adepoju, and the Local Organising Committee Chairman, Dr. Zubair Suleiman, for organising and hosting what he described as an essential and timely conference.

Pantami drew attention to a study conducted in Indonesia, which revealed that non-Muslim customers were among the most loyal patrons of Islamic banks due to their transparency, flexibility, and moral clarity.
He noted that 66% of those interviewed agreed that the Islamic banking system was appropriate for both the Muslim and Western worlds, while 65% acknowledged that it offers more benefits than conventional banking.

Observing that the world’s financial landscape is being redefined by digital transformation, Pantami insisted that Islamic banking must not lag behind.

“The digital economy is the fastest-growing economy in the world today,” he stated. “Islamic banking should be part of this growth, offering a more equitable and transparent financial system that serves everyone, not just a few.”

He urged policymakers, scholars, and financial institutions to invest heavily in creativity and research to build robust ethical digital banking systems.

Artificial Intelligence (AI) has the potential to play a transformative role in conflict resolution and peace-building initiatives, according to Professor Ali Isa Pantami, a leading authority on digital technology and former Minister of Communication and Digital Economy.

He made these remarks as the keynote speaker at the Leadership Training in Peace and Security (LTIPS), a flagship event organized by the Islamic World Educational, Scientific and Cultural Organisation (ICESCO) held in Rabat, Morocco.

Addressing an audience of 180 youth leaders from 68 countries on October 24, 2024, Professor Pantami spoke on the topic, “Artificial Intelligence and Peace: Harnessing Technology in Conflict Resolution and Peace-Building.” He highlighted the critical role of AI in the Fourth Industrial Revolution and its anticipated impact on future advancements.

“AI is a double-edged sword,” he stated, emphasizing its dual potential to either promote peace or escalate conflict. “We must be proactive in using AI to achieve positive outcomes and foster harmony.”

Professor Pantami traced the roots of AI to the algorithms developed by the ancient mathematician Abu-Abdillah Muhammad Ibn Musa Al-Khawarizmi, whose work laid foundational principles over 1,174 years ago. While the term “Artificial Intelligence” was coined by John McCarthy in 1956, Pantami noted that it is the algorithms that are vital to AI, enabling systems to process data, make informed decisions, learn from experiences, and enhance their functionality.

He underscored the importance of leveraging AI techniques such as predictive analytics, sentiment analysis, and early warning systems to facilitate conflict prevention. For conflict resolution specifically, he highlighted the effectiveness of virtual mediation platforms, natural language processing, and game theory-based models.

“By harnessing tools such as social network analysis and AI-driven peace education programs, we can make significant strides towards building sustainable peace,” he added.

In a call to action, Professor Pantami urged the young participants to innovate and develop AI applications aimed at conflict prevention and resolution. He encouraged them to master the intricacies of AI development, referencing the World Economic Forum’s projection that AI could create 97 million new jobs by 2025.

He however, said that such an ‘ambitious dream’ can only be realized through developing brilliant policy initiatives in the country’s digital economy sector.

While highlighting the importance of economic diversification in an evolving cashless society, the Minister pointed out that the world countries excelling in digital technology are also the trailblazers in economic development.

He said that countries like the United States, China, Japan, Germany, and India, with a combined GDP of $100 trillion, leveraged their natural resources to build a knowledge-based economy through digital technology, which is essential for economic diversification.

Pantami, also disclosed that Nigeria is one of the African countries participating in the fourth industrial revolution, which is currently underway, arguing that the country needs to move away from its reliance on oil and other natural resources.

“Building a knowledge-based economy can create jobs and reduce poverty, while improving economic competitiveness.

“It is therefore imperative for Nigeria to invest in digital infrastructure, improve digital literacy, and support innovation and entrepreneurship to promote a knowledge-based economy,” he said.

The Chairman of the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC), Alhaji Mohammed Shehu, on his part, stressed the need for Nigeria to diversify her economy, if it must not sink, but flourish.

Shehu, who also chaired the dual event hosted by Economic Confidential, observed that Nigeria cannot continue to run a mono-economy, while other nations have since stopped depending on petrol to drive their economy.

“Nigeria should better diversify. Lest it sinks. We cannot continue in the trajectory of relying on crude oil.

“By the way, Nigeria is getting most of her money now from taxes, customs and other non-oil revenue sources, with the NNPC contributing less than 5% of what is shared across the federation”.

A statement on Wednesday by the spokesperson for the Minister of Communications and Digital Economy, Uwa Sulaiman, noted that during this period, series of hacking attempts were recorded, including Distributed Denial of Service, email and IPS attacks, SSH Login Attempts, Brute force Injection attempts, Path Traversal, Detection Evasion, and Forceful Browsing.

“It may be recalled that on the 14th March, 2023, the Office of the Honourable Minister of Communications and Digital Economy released a Press Statement regarding the activities of the Ministry and its parastatals before, during and after the Presidential and National Assembly elections”.

The statement noted, the Minister directed the Ministerial Standing Committee on Advisory Role for the Protection of Nigerian Cyberspace and ICT Infrastructure to further enhance the cyberspace surveillance activities of the three cybersecurity centres of the National Information Technology Development Agency (NITDA), Nigerian Communications Commission (NCC) and Galaxy Backbone Limited (GBB).

“It may also be recalled that the Committee, inaugurated by the Honourable Minister on the eve of the Presidential and National Assembly elections, was charged with the responsibilities monitoring of Telecommunication Infrastructure for the successful conduct of the 2023 General Elections; Developing and implementing plans to enhance the resilience of critical digital infrastructure against cyber threats; among others”.

The statement also noted that the activities of cyberthreat actors on the Nigerian cyberspace during the Gubernatorial and State Assembly elections are much lower than those during the Presidential and National Assembly elections.

“This is neither surprising nor unexpected as, Nigeria being Africa’s largest democracy, the Presidential and National Assembly elections are bound to attract much attention of everyone, including cyberthreat actors, than during the Gubernatorial and State Assembly elections”.

The Honourable Minister also reiterates that these attainments would not have been possible without the continued support of President Muhammadu Buhari, GCFR in particular, and the administration in general, towards ensuring Nigeria’s successful transition into the digital economy.

It is against this backdrop that the Honorable Minister of Communications and Digital Economy, Prof Isa Ali Ibrahim Pantami, directs the National Information Technology Development Agency (NITDA) to develop a National Digital Skills Strategy (NDSS). The development of this strategy is envisaged to Identify and Analyze the present Skills Gap, proffer implementable strategies, initiatives, and incentives as drivers to achieve the set vision.

More-so it will provide clear roadmap for National Digital Skills Strategy to meet global Industry demands, on how Nigeria can leverage its skilled human capital to diversify the economy into a sustainable digital economy.

NITDA is responsible for developing standards, guidelines, and frameworks for the IT sector in Nigeria as enshrined in section 6 of the NITDA Act 2007. The agency invites the public to contribute and participate in developing the National Digital Skills Strategy (NDSS) with a vision to make Nigeria Africa’s largest Tech-Talent factory.
