‎For more than three decades, cyberfeminism has explored one of the most profound questions of the information age: Who controls technology, and how does that control shape gender relations? Emerging alongside the rapid expansion of the internet in the early 1990s, cyberfeminism has evolved from a niche artistic movement into a broad framework for understanding identity, power, activism, and participation in digital spaces.<br />
‎<br />
‎Often described as part of feminism&#8217;s &#8220;third wave,&#8221; cyberfeminism remains a complex and multifaceted movement. At its core, however, lies a common objective: examining the relationship between women and technology and challenging the structures that reproduce inequality in cyberspace.<br />
‎<br />
‎Writer Claire Evans of Vice&#8217;s Motherboard describes cyberfeminism as &#8220;a wave of thought, criticism, and art that emerged in the early 1990s, galvanizing a generation of feminists before fading alongside the dotcom bubble.&#8221; Yet the movement did not disappear. Instead, it adapted to new technological realities and found fresh expression through digital activism, online communities, social media campaigns, and creative industries.<br />
‎<br />
‎Similarly, Gabriella Hileman, co-founder of the Cybertwee network, defines cyberfeminism as a thoughtful engagement with the ongoing relationship between femininity and digital technology. In essence, cyberfeminism examines how bodies, identities, and experiences are mediated and transformed through technology.<br />
‎<br />
‎Cyberfeminism emerged from informal networks of female thinkers, artists, programmers, and media practitioners who connected online during the late twentieth century. At a time when computing and technological innovation were largely perceived as male domains, cyberfeminists posed radical questions. Could digital technologies disrupt patriarchal structures? Could the internet provide a space where traditional gender hierarchies were weakened or even transcended?<br />

‎The term itself gained prominence in 1991 through the Australian art collective VNS Matrix and its provocative Cyberfeminist Manifesto. British cultural theorist Sadie Plant later helped to popularize and formalize the concept. Since then, cyberfeminism has moved beyond artistic experimentation to become a broader intellectual and political framework through which women, activists, scholars, and digital creators engage with questions of identity, power, and social change.<br />

‎Unlike earlier feminist waves, which were largely tied to physical movements and specific historical periods, cyberfeminism developed alongside cyberspace itself. For generations raised in the digital era, the internet became more than a communication tool; it became a space for community building, self expression, and political engagement.<br />

‎Social media platforms, blogs, podcasts, YouTube channels, webinars, online magazines, and digital entrepreneurship have all become important arenas for feminist advocacy. Geographic boundaries no longer limit participation. Women and marginalized groups can share experiences, organize campaigns, and amplify voices on a global scale.<br />

‎Movements such as #MeToo demonstrated how digital platforms could mobilize millions and transform private experiences into public conversations capable of influencing institutions and policy. In this regard, cyberfeminism represents not merely an academic theory but a practical form of resistance and empowerment.<br />
‎<br />
‎While cyberspace offers unprecedented opportunities, cyberfeminists have long warned against viewing technology as inherently liberating. Access to information and digital resources remains uneven, reflecting broader social and economic inequalities.<br />
‎<br />
‎American scholar Donna Haraway argues that identity is increasingly shaped by systems of control and power that determine who can participate fully in digital life. These &#8220;control grids&#8221; influence access to information, opportunities, and representation.<br />
‎<br />
‎Consequently, the digital divide remains a major concern. Women and girls in many parts of the world continue to face barriers to internet access, technological literacy, and participation in science and technology sectors. Online harassment, cyberbullying, gender-based hate speech, and algorithmic bias further reinforce inequalities that exist offline.<br />
‎<br />
‎Thus, cyberspace often mirrors existing societal structures rather than eliminating them. Gender discrimination can simply take new forms in digital environments.<br />
‎<br />
‎One of cyberfeminism&#8217;s most distinctive contributions is its challenge to traditional understandings of identity. Historically, gender has been framed through rigid binaries and social expectations. Digital environments, however, have created new possibilities for self-expression and community formation.<br />
‎<br />
‎Online spaces enable individuals to connect beyond geographical, cultural, and physical limitations. Discussions surrounding reproductive rights, LGBTQ+ rights, and gender diversity have flourished through digital platforms, creating communities that transcend national borders.<br />
‎<br />
‎Cyberfeminism therefore extends beyond women&#8217;s issues alone. It intersects with broader struggles for human rights, social justice, and inclusion. It recognizes that identities are interconnected and that technology plays an increasingly significant role in shaping how individuals understand themselves and others.<br />

‎Today&#8217;s cyberfeminism is characterized by innovation and digital engagement. Women are no longer merely consumers of technology; they are creators, entrepreneurs, software developers, content producers, and leaders in digital economies.<br />

<p>The Bureau of Public Service Reforms (BPSR) and Image Merchants Promotion Limited (IMPR) have jointly advocated for the adoption of technology to enhance public communication and improve service delivery within the public sector.</p>
<p>This call to action was made during a visit by Dr. Dasuki Ibrahim Arabi, the Director-General of BPSR, to the headquarters of IMPR in Abuja, where he met with the publishers of PRNigeria and Economic Confidential.</p>
<p>In his address, Dr. Arabi revealed alarming statistics from a BPSR survey conducted in 2024, which indicated that only about 30% of public servants are proficient in utilizing technology for digitized services. He referenced a recent World Trade Organization (WTO) report predicting that Nigeria, along with three other African countries, could reap a $136 billion economic boon from advancements in Artificial Intelligence (AI). This underscores the pressing need for capacity development programs aimed at equipping public servants with the skills necessary to navigate the evolving technological landscape.</p>
<p>Dr. Arabi emphasized the importance of upskilling and reskilling initiatives to facilitate a smooth transition into a technology-driven workforce. He also highlighted Nigeria&#8217;s governmental master plan and AI adoption policy, which seeks to foster inter-agency collaboration to drive initiatives in information and communication technology (ICT) and the digital economy.</p>
<p>The BPSR Director-General stressed the crucial role of effective public communication in the monitoring and management of state and local government resources. He mentioned that the federal government has implemented several policies and reforms aimed at bolstering transparency in public finance, citing the Government Integrated Financial Management Information System (GIFMIS), the Integrated Payroll and Personnel Information System (IPPIS), and various budget management tools as significant contributors to increased accountability in the public sector.</p>
<p>Dr. Arabi also discussed the progress made in combating corruption and the necessity of strategic communication programs to keep citizens informed about government initiatives. He announced an upcoming Presidential Conference on Customer Experience, scheduled for June, designed to establish service delivery standards and evaluate government performance. Additionally, he revealed plans for the development of a Reform Tracker App, which will provide real-time updates on government reforms and their progress.</p>
<p>In response, IMPR Chief Executive Officer Mallam Yushau A. Shuaib recognized the transformative potential of technology in the public sector but expressed concerns about job displacement among civil service employees. He underscored the necessity for government funding and supportive policies that would ensure a smooth transition during this technological shift.</p>
<p>While acknowledging the risks of potential job losses, he urged the government to implement initiatives to mitigate these effects and promote rapid adaptation to emerging technologies, including Artificial Intelligence (AI), the Internet of Things (IoT), and blockchain technology.</p>
<p>Mallam Shuaib also highlighted the vital role of public communication in fostering awareness, enhancing government reputation, and encouraging public engagement in governance. He pointed out the benefits of using virtual meetings and remote work at IMPR&#8217;s PRNigeria centers located in Abuja, Kano, and Kwara, which have produced cost savings, improved efficiency, and enhanced brand reputation.</p>
<p>He called for digital training programs that would empower public servants to work remotely and harness advanced technology for improved service delivery.</p>
<p>In conclusion, Mallam Shuaib expressed gratitude for Dr. Arabi&#8217;s surprise visit and reaffirmed IMPR’s commitment to advancing technological innovations in public communication.</p>

<p data-sourcepos="3:1-3:374"><strong>TECH DIGEST-</strong> The Information and Communications Technology (ICT) sector,  one of the driver of Nigeria&#8217;s economy, experienced a slight slowdown in the third quarter of 2024. According to the National Bureau of Statistics (NBS), the sector contributed 16.35% to the country&#8217;s real Gross Domestic Product (GDP), a decrease from the 19.78% recorded in the previous quarter.</p>
<p data-sourcepos="5:1-5:254">Despite the quarterly decline, the ICT sector&#8217;s contribution to the GDP remained higher than the 15.97% recorded in the same period of the previous year. This indicates that the sector continues to be a significant growth driver for the Nigerian economy.</p>
<p data-sourcepos="7:1-7:303">While the reasons for the quarterly decline are not explicitly stated, it is likely due to various factors such as economic fluctuations, regulatory changes, or global technological trends. However, the overall positive trend in the ICT sector highlights its resilience and potential for further growth.</p>

										<content:encoded><![CDATA[<p><strong>African Union Appoints Pantami as Co-Chair of the 4th Industrial Revolution Policy Council</strong></p>
<p><strong>TECH DIGEST-</strong> The African Union, through the Scientific Research and Innovation Council (AU-ASRIC), has appointed Professor Isa Ali Ibrahim Pantami as a Co-Chairman for the formulation and development of the 4th Industrial Revolution Policy and Strategy for the 54 countries in the African continent.</p>
<p>Pantami, a leading researcher and promoter of the Fourth Industrial Revolution, is the first African Fellow of the Chartered Institute of the Information Security in the United Kingdom. He previously served as the Director General of the National Information Technology Development Agency (NITDA) where he initiated the establishment of the National Centre of Artificial Intelligence and Robotics (NCAIR) which he commissioned during his tenure as the Minister of Communications and Digital Economy. He was also instrumental in the development of Nigeria&#8217;s first Digital Economy Policy, which includes a pillar focused on Digital Society and Emerging Technologies.</p>
<p>The other co-chair of the council is Professor Anicia Nicola Peter from the National Commission on Research, Science and Technology in Namibia, who also serves as an adjunct Research Professor at the University of Namibia. She was the Chairperson of the 4IR Presidential Task Force in Namibia and her research interests include Human-Computer Interaction, Social Media, Gamification, E-Participation, Gender, E-Government, E-Health, and Human-Centered AI.</p>
<p>The council also includes other distinguished academics and policymakers, such as Professor Khaleed Ghedira from Tunisia, Professor Maha Grima from Morocco, Professor Mongi Nouira, and Professor Munir Frija.</p>
<p>Once the African policy is adopted by the African Union, all member countries are expected to implement it rigorously. As Africa was left behind in the previous industrial revolutions, the Fourth Industrial Revolution presents an opportunity for the continent to make significant strides in areas such as Artificial Intelligence, Robotics, Blockchain, and Cybersecurity. Policymakers, industry players, and academics are all expected to participate in the implementation process.</p>
<p>The efforts of the African Union and the Executive Director of the African Scientific Research and Innovation Council, Dr. Muhammad Kyari, PhD, have been widely commended by experts in Africa for their proactive approach to promoting the industrialization of the continent in the 21st century.</p>

It is obvious that the Nigerian government continues to search for solutions to unprecedented insecurities that have been disturbing the nation over the past years.</p>
<p>Amidst the quest for a way out, the Director General of the National Information Technology Development Agency (NITDA), Malam Abdullahi Kashifu Inuwa, has recently emphasised the need to integrate artificial intelligence (AI) into the security ecosystem.</p>
<p>The Director General made these remarks when he hosted the Commandant of the National Institute for Security Studies (NISS), Alhaji A. S. Adeleke, represented by Deputy Commandant D. E. Egbeji, at his office in Abuja.</p>
<p>Mr. Inuwa reiterated that the need for improved collaboration between the security industry and the startup ecosystem for increased efficiency and effectiveness can never be downplayed at this critical juncture.</p>
<p>“The way you do things in security is different from the way we do things in the information technology (IT) sector, but if we can work together, we can make things better by utilising the numerous opportunities that IT offers to leverage AI, IoT, and emerging technologies in strengthening the security sector.” The DG added.</p>
<p>Meanwhile, it is on record that Nigeria is a country with a variety of cultures and a promising economy, but its contemporary security problem is disheartening. These challenges, such as terrorism, banditry, and kidnapping, create a complicated and diverse threat situation. Right now, Nigeria is at a critical point, requiring smart and creative solutions to address these issues.</p>
<p>In terms of security challenges, terrorism takes centre stage as a formidable adversary for Nigeria. Characterised by violent actions aimed at creating fear and promoting political or ideological goals. These attacks do not just result in the loss of lives but also force communities to flee their homes, causing complicated humanitarian issues. Terrorism&#8217;s impact is felt in both urban and rural regions, making it a challenge for standard security approaches to curb or instill peace in the country.</p>
<p>Complementing the threat of terrorism is the surge in kidnapping, once an occasional occurrence, which has turned into a major criminal business.</p>
<p>The security issues did not arise recently; instead, they became significantly concerning a decade ago. As the day goes by, terrorists grow in innovation on ways of thriving their enterprises, while the country is purging and sacrificing a lot of resources, both financially and militarily, to curb the security problems.</p>
<p>Since traditional security approaches could not address the pressing security concerns, it is rational to think outside the box and seek modern solutions to contemporary security concerns. The key to that is the integration of technology into the security ecosystem.</p>
<p>Amid these complex security issues, technology should be viewed as an enhancer of traditional security methods. In today&#8217;s world, where the issues of insecurity have become more advanced and widespread around the country, adopting the latest technological solutions is a key strategy.</p>
<p>It is not just a small improvement but a massive change in how we deal with modern security challenges, recognising that our defences need to be flexible and adaptable, just like the threats we face.</p>
<p>One of the cornerstones of this technological evolution is the deployment of AI-powered surveillance systems. This system, equipped with sophisticated cameras and sensors, can be very advantageous for monitoring vast areas in real-time. <p>Also, using systems of machine learning models can help identify patterns, anomalies, and potential threats, greatly improving overall situational awareness and making security forces stronger and better able to handle various types of threats.</p>
<p>This insecure technological solution is particularly beneficial in high-risk areas prone to criminal activities. Whether it is monitoring urban centres or border regions, Which, in return, can speed up the response time of security forces and also reduce the risk of false alarms.</p>
<p>Moreso, rural regions, often targeted by criminal organisations, can gain significant advantages from AI-powered surveillance. Drones equipped with AI algorithms can efficiently patrol these remote areas, offering a cost-effective means of monitoring. The ability to identify and track movements, such as those of smugglers or trespassers, strengthens border security and helps prevent cross-border criminal activities.</p>
<p>Furthermore, AI-powered surveillance is not limited to static monitoring. These systems can track dynamic scenarios, such as crowd movements during public events or traffic flow in urban areas. By recognising unusual patterns or behaviours, the technology can trigger alerts, enabling security forces to intervene promptly and prevent potential security incidents.</p>
<p>Another one of these insecure technological solutions is examining the role of biometric identification in Nigeria&#8217;s security landscape. It becomes evident that while the country possesses the infrastructure for biometric systems, there is considerable unused potential that can greatly enhance its influence.</p>
<p>Biometric identification technologies, encompassing fingerprint recognition, facial recognition, iris scans, and voice recognition, have been deployed to some degree. However, their full potential remains underutilised. This suggests that there is a requirement to combine and improve how biometric identification is used in the current security system.</p>
<p>Because of advancements in technology, particularly in the field of artificial intelligence, real-time biometric analysis can be integrated into surveillance systems. This would enable security forces to identify and track known threats dynamically, enhancing their overall situational awareness and response capabilities. The integration of AI-driven biometric surveillance can be a force in the quest to stay ahead of evolving security threats.</p>
<p>In the relentless battle against terrorism, the use of community-driven reporting applications can also be a game-changer. These apps make citizens actively participate in improving security, creating a network where the public and law enforcement can directly share information, significantly boosting overall security measures.</p>
<p>Additionally, apps designed for reporting suspicious activities would make citizens play an active role in their safety and that of their communities. These user-friendly platforms allow individuals to easily document and report incidents, share information, and receive real-time alerts from security agencies. This channel makes reporting quicker and more precise, facilitating quick responses to potential threats.</p>
<p>Moreover, the use of reporting apps encourages community engagement and shared responsibility. Citizens become essential contributors to the intelligence network, serving as the eyes and ears of law enforcement. This collaborative approach not only strengthens the relationship between the public and security agencies but also acts as a curb, as potential wrongdoers know that communities are actively involved in reporting and preventing criminal activities.</p>
<p>Therefore, in this era of digitization, which is powdered by the ongoing fourth industrial revolution, IR 4.0, and characterised by automation, the integration of tech solutions into Nigeria&#8217;s security landscape can never be overemphasised.</p>

<p>Courtesy of current Nigeria&#8217;s trajectory of technological innovations, it is no more news that the National Information Technology Development Agency (NITDA) is on the evolution of the tech landscape in the country.</p>
<p>This is evident from organising e-learning platforms for the acquisition of a wide range of tech skills to creating and solidifying excellent relationships with exemplary tech industries both in the country and outside. All of this is done to create an enabling environment where teaming and productive Nigerian citizens can develop, adopt and derive value from digital technology.</p>
<p>Describing the influence of NITDA on upscaling youths productivity is like imagining having a garden where you want to grow some really special plants. Thus, NITDA is like your good friend who gives you the perfect soil, enough water, and plenty of sunlight to ensure your plants grow well.</p>
<p>Presently in the world of tech and innovation, NITDA is like that awesome friend, providing everything needed to make sure something amazing grows. But this time, it is not plants; but rather an exciting world of Artificial Intelligence (AI) research in Nigeria.</p>
<p>The heart-suiting statement came from the Director General of NITDA himself, Kashifu Inuwa Abdullahi, during the Innovate Nigeria 2024 Conference &amp; Expo held in Lagos, where he outlined key initiatives undertaken by the Nigerian government to contribute to AI research, including direct investment in research and development, establishment of collaborative ecosystems, formulation of policies and regulations, fostering international collaboration, and supporting education and workforce development.</p>
<p>Looking at the current opportunities offered by the ongoing fourth industrial revolutions, IR 4.0, the decision to back AI research is like opening a door to a world where machines can think, learn, and help us solve real-world problems. It is not about robots taking over; it is about empowering Nigerian minds to harness the incredible possibilities that AI offers.</p>
<p>Imagine your smartphone becoming even smarter, understanding your needs before you even ask. That is the kind of magic AI can bring into our everyday lives. And its potential is even far beyond that. NITDA&#8217;s support ensures that Nigerian tech minds are at the forefront of creating these intelligent solutions.</p>
<p>By investing in AI startups, NITDA is not just investing in the present but also building the groundwork for the future of tech in Nigeria for many upcoming generations to benefit.</p>

<p>Nigeria, like many nations, faces the challenge of unemployment, particularly among its youth. The initiative offers an overwhelming solution by creating a pathway for employment opportunities in high demand.<br />
