										<content:encoded><![CDATA[<p><b>Why Tinubu Signs New NIMC Law To Establish Single Digital Identity Framework</b></p>
<p>President Bola Tinubu has signed the National Identity Management Commission (NIMC) Act, 2026 into law, marking a major milestone in Nigeria’s digital transformation agenda with the establishment of a comprehensive legal framework for a secure, inclusive and interoperable national digital identity system.</p>
<p>The new legislation repeals the National Identity Management Commission Act of 2007 and introduces sweeping reforms designed to position Nigeria’s identity management architecture in line with global best practices while strengthening digital governance, cybersecurity and service delivery.</p>
<p>A key feature of the Act is the designation of the National Identity Management Commission (NIMC) as Nigeria’s Root Certification Authority for the National Public Key Infrastructure (PKI) and Digital Public Infrastructure (DPI). This places the Commission at the heart of the country’s digital identity ecosystem, giving it responsibility for trusted authentication services, digital signatures, digital certificates, encryption and secure identity verification.</p>
<p>The law also reinforces the National Identification Number (NIN) as Nigeria’s foundational identity credential under the principle of <b>“One Person, One Identity,”</b> while empowering NIMC to facilitate seamless and secure data exchange among government agencies, financial institutions and private-sector organisations.</p>
<p>According to NIMC, the reforms are intended to improve public service delivery, strengthen cybersecurity, promote digital and financial inclusion, enhance the ease of doing business and support the Federal Government’s ambition of building a one-trillion-dollar economy driven by technology and innovation.</p>
<p>In a statement issued on Friday, the Commission described the legislation as the most significant reform of Nigeria’s identity management system since NIMC was established nearly 20 years ago.</p>
<p>It explained that the rapid expansion of digital services, electronic commerce, e-governance, evolving cyber threats and growing data protection requirements necessitated a modern legal framework capable of supporting Nigeria’s digital economy.</p>
<p>Under the new Act, NIMC will oversee the establishment and management of Nigeria’s National Public Key Infrastructure and Digital Public Infrastructure, providing secure authentication systems that enhance trust in digital transactions and online services.</p>
<p>The legislation also introduces stronger safeguards for personal data and privacy in line with the Nigeria Data Protection Act and international standards. It prescribes tougher sanctions against identity-related offences, including multiple registrations, identity theft, impersonation and other fraudulent practices.</p>
<p>To deepen inclusion, the law creates an innovative identification system for vulnerable groups and mandates special measures to facilitate the enrolment of underserved populations, including individuals without permanent residences.</p>
<p>It further recognises both physical and digital identity credentials, all securely linked to an individual’s National Identification Number, thereby expanding opportunities for digital transactions and improving access to public and private services.</p>
<p>NIMC said the implementation of the new framework would enable faster and more secure identity verification, improved interoperability across government and private-sector platforms, broader financial and digital inclusion, and greater efficiency in service delivery.</p>
<p>The Commission commended President Tinubu for what it described as his visionary leadership in signing the landmark legislation, noting that the Act would strengthen the protection of citizens’ personal data, improve national cybersecurity, expand access to essential services and provide a solid foundation for Nigeria’s long-term digital economic growth.</p>
<p>It also expressed appreciation to the leadership and members of the National Assembly, the Federal Ministry of Interior, development partners and other stakeholders whose contributions led to the successful passage of the legislation.</p>
<p>NIMC said it would issue the necessary regulations and implementation guidelines in the coming months while working closely with government institutions, the private sector and development partners to ensure a smooth transition to the new digital identity framework.</p>

‎For more than three decades, cyberfeminism has explored one of the most profound questions of the information age: Who controls technology, and how does that control shape gender relations? Emerging alongside the rapid expansion of the internet in the early 1990s, cyberfeminism has evolved from a niche artistic movement into a broad framework for understanding identity, power, activism, and participation in digital spaces.<br />
‎<br />
‎Often described as part of feminism&#8217;s &#8220;third wave,&#8221; cyberfeminism remains a complex and multifaceted movement. At its core, however, lies a common objective: examining the relationship between women and technology and challenging the structures that reproduce inequality in cyberspace.<br />
‎<br />
‎Writer Claire Evans of Vice&#8217;s Motherboard describes cyberfeminism as &#8220;a wave of thought, criticism, and art that emerged in the early 1990s, galvanizing a generation of feminists before fading alongside the dotcom bubble.&#8221; Yet the movement did not disappear. Instead, it adapted to new technological realities and found fresh expression through digital activism, online communities, social media campaigns, and creative industries.<br />

‎Similarly, Gabriella Hileman, co-founder of the Cybertwee network, defines cyberfeminism as a thoughtful engagement with the ongoing relationship between femininity and digital technology. In essence, cyberfeminism examines how bodies, identities, and experiences are mediated and transformed through technology.<br />

‎Cyberfeminism emerged from informal networks of female thinkers, artists, programmers, and media practitioners who connected online during the late twentieth century. At a time when computing and technological innovation were largely perceived as male domains, cyberfeminists posed radical questions. Could digital technologies disrupt patriarchal structures? Could the internet provide a space where traditional gender hierarchies were weakened or even transcended?<br />

‎The term itself gained prominence in 1991 through the Australian art collective VNS Matrix and its provocative Cyberfeminist Manifesto. British cultural theorist Sadie Plant later helped to popularize and formalize the concept. Since then, cyberfeminism has moved beyond artistic experimentation to become a broader intellectual and political framework through which women, activists, scholars, and digital creators engage with questions of identity, power, and social change.<br />

‎Unlike earlier feminist waves, which were largely tied to physical movements and specific historical periods, cyberfeminism developed alongside cyberspace itself. For generations raised in the digital era, the internet became more than a communication tool; it became a space for community building, self expression, and political engagement.<br />

‎Social media platforms, blogs, podcasts, YouTube channels, webinars, online magazines, and digital entrepreneurship have all become important arenas for feminist advocacy. The announcement was made on Tuesday, September 16, during the company’s annual <em data-start="1862" data-end="1879">Made on YouTube</em> event in New York.</p>
<p data-start="1902" data-end="2180">The updates include “Edit with AI,” which allows creators to transform raw footage into Shorts with transitions, background music, and AI-generated voiceovers available in English and Hindi. The feature, still experimental, will initially roll out in India and select markets.</p>
<p data-start="2182" data-end="2320">Google said all AI-edited Shorts will carry SynthID watermarks and labels to indicate they were generated using artificial intelligence.</p>
<p data-start="2322" data-end="2557">Other announcements included tools to convert podcasts into video and Shorts, a new rewards system for music fans, and upgrades to YouTube Studio such as an AI-powered support chatbot, title A/B testing, and likeness-detection tools.</p>
<p data-start="2559" data-end="2844">Since its launch in 2005, YouTube has hosted more than 20 billion uploads. The company revealed it has paid over $100 billion to creators, artists, and media companies since 2021, with the number of channels earning above $100,000 annually from connected TVs rising 45% year-on-year.</p>

<p data-start="1946" data-end="2234">Microsoft accounted for 25% of phishing attempts globally between April and June 2025. Google followed with 11%, while Apple came in third at 9%. Spotify made a surprising comeback to the top 10 list—ranking fourth for the first time since Q4 2019—responsible for 6% of phishing activity.</p>
<p data-start="2236" data-end="2407">The report revealed that the tech sector remains the most targeted industry, as attackers continue to leverage user trust in software, cloud, and authentication platforms.</p>
<p data-start="2409" data-end="2638">Commenting on the trend, Check Point’s Data Research Manager, Omer Dembinsky, said the resurgence of Spotify and the sharp rise in travel-related scams during the holiday season show how phishing is evolving to match user habits.</p>
<p data-start="2640" data-end="2968">One major Spotify-themed campaign involved a convincing fake login and payment page designed to harvest user credentials and credit card details. Similarly, over 700 fake Booking.com domains were created in Q2, using names and contact details of real users to boost credibility—a 1000% spike in travel-related phishing activity.</p>

<p>Weeks after presenting its comprehensive report on Nigeria’s digital economy to President Bola Ahmed Tinubu, the National Institute for Policy and Strategic Studies (NIPSS) has unveiled a cutting-edge paperless web-based E-Classroom platform. This innovative tool is designed to enhance online learning, collaboration, and knowledge-sharing among participants and instructors.</p>
<p>The platform, which is already being utilized by participants of the Senior Executive Course (SEC) 47, streamlines file sharing, real-time communication, and assignment tracking. It fosters seamless collaboration by enabling instant interactions between instructors and participants while centralizing access to all course materials and assignments. This initiative underscores NIPSS’s commitment to integrating technology into its academic and research activities, marking a significant milestone in its digital transformation journey.</p>
<p>The Tech Digest reports that the launch of the E-Classroom follows the submission of a detailed report on Nigeria’s digital economy by participants of SEC 46 to President Tinubu at the Presidential Villa in Abuja. The report outlined an eight-point action plan to accelerate Nigeria’s digital transformation. Key recommendations included: Expediting the enactment of the Digital Economy and e-Governance Bill 2024to provide a robust legal framework for digital innovation; Mandating all Ministries, Departments, and Agencies (MDAs) to migrate to the OneGov.ng portal for seamless digital governance; Adopting a &#8216;Quintuple-Helix Model&#8217; to drive the digital economy, youth empowerment, and sustainable job creation and Providing long-term funding for the 3 Million Technical Talent (3MTT) scheme** to build a skilled workforce.</p>
<p>In response, President Tinubu directed the Minister of Communications, Innovation, and Digital Economy to collaborate with NIPSS and present the recommendations to the Secretary to the Government of the Federation (SGF) and the Head of the Civil Service for immediate implementation.</p>
<p>“As Nigeria’s foremost policy think tank, you have identified critical overlaps in government agencies, and we will address these issues,” President Tinubu stated.</p>
<p>“Your work is invaluable to our nation, and I commend the participants for their dedication. We will continue to work closely with NIPSS to ensure Nigeria’s prosperity.”</p>
<p>Prof. Ayo Omotayo, Director-General of NIPSS, highlighted the institute’s extensive research efforts, which included domestic and international study tours to assess global best practices in digital transformation.</p>
<p>“In this era of rapid technological advancement, Nigeria must harness its youthful population to build a thriving digital ecosystem,” Omotayo said. “From Fintech and Agri-Tech to E-Commerce and Artificial Intelligence, the opportunities are immense. However, systemic challenges such as infrastructural deficits, inadequate digital skills, and regulatory bottlenecks must be addressed to fully realize this potential.”</p>
<p>He emphasized the need for targeted policies to create an enabling environment for startups, improve access to finance, and expand broadband penetration. “With the government’s support, Nigeria can unlock the full potential of its digital economy, creating millions of sustainable jobs for our youth,” he added.</p>
<p>The launch of the E-Classroom platform and the submission of the digital economy report signal a new era of technology-driven governance and education in Nigeria. As the government considers the recommendations, experts stress that effective policy implementation will be crucial to unlocking the vast opportunities in Nigeria’s digital landscape. This initiative positions NIPSS as a key player in shaping the nation’s digital future.</p>
