NCC Alerts Telcos, Subscribers To Window OS, Routers Cyber Threats

TECHDIGEST – The Computer Security Incidents Response Team (CSIRT) set up by the Nigerian Communications Commission (NCC) for the telecoms sector, has discovered two new separate cyber threats targeting Windows Platforms and a particular kind of routers respectively.

The discoveries, according to a statement signed by Dr. Ikechukwu Adinde, Director, Public Affairs at NCC and made available to TechEconomy.ng today, were made known in two separate advisories released by the cyber-space protection team earlier this week.

The first cyber threat is a ransomeware known as ‘Lokilocker’, which is capable of wiping data from all version of Windows Operating System (OS) or platforms. It causes data loss, and denial of service (DDoS), which reduces user’s productivity.

“Lokilocker”, is a relatively new ransomware that has been discovered by security researchers and belonging to the ransomware family. Lokilocker operates by encrypting user files and renders the compromised system useless if the victim does not pay the demanded ransom in time.

To hide the malicious activity, the ransomware displays a fake window update screen, cancel specific processes and services, and completely disables the task manager, windows error reporting, machine firewall and windows defender of the compromised system.

Sadly, it also has in-built processes that prevent data recovery as it deletes backup files, shadow copies, and removes system restore points.

It also overwrites the user login note and modifies original equipment manufacturer (OEM) information in the registry of the compromised system.

READ ALSO : Weak identity protection poses cyber threats to African Businesses- Microsoft

“To protect against infections by LokiLocker and similar ransomware, the best rule is to always have a backup copy of your data, which should be stored offline,” the advisory stated.

Additionally, according to CSIRT, “all downloads and email attachments should be opened with caution, even if they are from trusted sites or senders. Users should also ensure they attachments are scanned with an up-to-date antimalware solution, before opening.”

The second cyber threat discovered by the NCC CSIRT is a Botnet that targets the Microtik version of Routers. As CSIRT revealed, thousands of routers from Microtik which have been found to be vulnerable are being used to constitute what has been named one of the largest botnets in history

To be protected against this botnet, NCC CISRT asdvised users to update or apply the latest patches to their routers early, set strong router passwords, disable the administration interface of the routers from the public, stay away from illegitimate or cracked software versions of legitimate applications, and use decent antivirus software with in-built web-filtering, and apply the latest patches as soon as they arrive.

NCC Has Invested Over N200m To Research And Development, Says Danbatta

TECHDIGEST – The Nigerian Communications Commission (NCC) has committed over N200 million into the promotion of research and development (R&D) in order to drive innovation in the country’s telecommunications sector, Executive Vice Chairman and Chief Executive Officer of the regulatory body, Prof. Umar Garba Danbatta, has said..

Danbatta spoke during the prize presentation ceremony of the 2021 NCC National Essay Competition this week in Abuja. The students with the winning essay entries received over N1m to sign off the 2021 competition.

At the event which marked the 3rd edition of the annual competition organised by the commission, Danbatta said the commission has invested modestly in research grants, instituted professorial chairs in universities across the country, supported tech startups, and sponsored national essay competitions and many more social investments in order to ensure synergy and linkages among industry, the academia and the youth.

Over 2,000 entries were received from 97 public and private tertiary institutions for the competition in which Esther Oluwabukola Gbeja, a 600-Level student of Veterinary Medicine at the University of Ilorin, was declared overall winner. Gbeja received a cash prize of N500,000.00, a laptop, and a printer; while the first runner-up, Moses Nosa Edosa, a final year student of Accounting at the University of Port Harcourt, received a cash prize of N300,000.00 only.

Two second runners-up emerged from the competition to pick the third prize. MarcPatrick Efevuriri Efeni, a 200-Level student of Cybersecurity at the Airforce Institute of Technology, Kaduna; and Nasiru Abdul Karim, a 400-Level student of Computer Engineering at the Obafemi Awolowo University, Ile-Ife, both came third having scored same number of points. They both received cash prizes of N200,000 each. The EVC said NCC gladly accommodated the additional prize due to the tie in the third place, as a mark of encouragement.

According to Danbatta, the topic for this year’s essay competition, “5G Technology: Opportunities & challenges”, was carefully chosen to ensure that the youths have a good understanding of the new technology. He said Nigeria’s vibrant youth populace stands to benefit massively from the deployment of 5G technology, which the Commission is set to launch in 2022.
The NCC CEO said the commission initiated and has maintained the annual essay competition to stimulate the interest of Nigerians especially the young people, to contribute to efforts in driving innovation in the technological ecosystem of Nigeria.

“It is on this premise that NCC took the step to encourage Nigerian students to remain pro-active and partake in the national competition that challenges students to be competitive and engage their best efforts,” he said.

While emphasising the critical importance of communications as the foundation for the technological development of society and its role in the provision of vital infrastructure for national security, Danbatta highlighted the need to invest in research programmes as observed in advanced nations, where a lot of resources are channeled into R&D.

Prof. Danbatta seized the opportunity provided by the event to reiterate the assurances of the Commission to Nigerians that 5G technology will expand the mobile ecosystem into a new realm and the impact will be felt in various sectors of the economy.
The Chairman of the 3rd NCC National Essay Competition Committee, Edoyemi Ogoh, who is also a Deputy Director in the Commission’s Technical Standards and Network Integrity Department, commended the EVC’s effort in recognising the academia as a key stakeholder in the development of the communications sector, and in encouraging that critical sector to have a natural connection with the industry.

Ogoh further said that the Commission “knows the importance of innovative thinking in the growing ICT industry in Nigeria and as such, this has made the Commission to engage youths in various tertiary institutions across the nation to compete in essay writing on 5G technology.”

Also speaking at the event, Director, Public Affairs at the NCC, Dr. Ikechukwu Adinde, said the essay competition is one of the most important initiatives the Commission, and expressed his delight at the ability of the winners who have demonstrated vast knowledge on the subject matter during their presentation. Adinde also emphasized the influence of the competition in the stimulation of the minds of the target audience and the creation of positive awareness to debunk misconceptions about the 5G technologies.

The Director Public Affairs said, the outcome of the competition is an encouragement to the NCC Management to continue to support the national essay competition while ensuring that the Commission sustains such programme. He said the results are evident today as the NCC has, through the essay contest, produced four ambassadors of 5G. “These youths can go out and engage their peers about 5G, its benefits, opportunities and address the negative preconceptions about the 5G network,” Adinde said.

The essay competition was initiated by the NCC to deepen awareness and knowledge of telecommunications stakeholders in the country, especially the young people. Interestingly, every successive year, the competition is marked by massive responses in the number of essays submitted by students. Though the Commission has been able to organize three of such national essay competitions, the resultant social and emotional equity has had impressive and quantifiable values on the Commission as a leading Nigerian public sector brand.

NCC Alerts Nigerians On Fake “Davido Airtime And Data Giveaway” Scheme

TECHDIGEST – The Nigerian Communications Commission (NCC) has warned unsuspecting Nigerians, particularly millions of Nigerian telecom consumers that “Davido Airtime and Data Giveaway” scheme, which has gone viral is fake.

In a statement issued and signed by its Head of Public Affairs, Dr. Ikechukwu Adinde, the telecom regulator noted the scheme is initiated ostensibly syndicated to swindle unsuspecting members of the public, particularly millions of Nigerian telecom consumers, by capitalising on the generosity of David Adedeji Adeleke, widely known as Davido.

Davido, a music star, songwriter and producer recently announced he would donate 250 million naira to various orphanage homes across Nigeria. But exploiting his benevolence, a group of scammers rolled out an advertorial titled “Davido Airtime and Data Giveaway”, which went viral, claiming that Davido is “giving out free 5K Airtime and 10GB Internet data of All Networks” to celebrate his birthday.

“In the advertorial, the general public is urged to hurry and get the gift by clicking on the links that supposedly redirect them to network sites, where they will be credited with airtime and data. This is a scam,” the Commission warned.

It also urged telecom consumers to have nothing to do with the advert or any similar bogus enticements, explaining that the adverts are what they are – social engineering rip-offs designed to get people’s MSISDN and other information that fraudsters can use later to defraud unsuspecting telecom consumers and members of the public.

For clarity, the MSISDN is simply the full phone number of a cellphone, in addition to other protocol information. This number is unique and identifies subscribers/owners in a GSM or other mobile networks. Therefore, it suffices to state that any unscrupulous person or unethical hacker can use the number and attendant protocol to undermine the privacy of the real owners of the number through identity theft and other scams.

The NCC, therefore, reiterates its earlier warning to telecom consumers to be cautious and not to let their guards down. If a promo or an offer seems too good to be true, then it is likely untrue.

Don’t allow your NIN to be linked to another person’s SIM – NCC warns subscribers

TECHDIGEST – The Nigerian Communications Commission (NCC) has strongly warned telecoms consumers to ensure they do not allow their National Identification Number (NIN) to be linked to another person’s Subscriber Identity Module (SIM) cards, no matter how close the person is to them.
The Commission gave the warning during its third run Telecom Consumer Town Hall on Radio (TCTHR) programme, broadcast live on Human Rights Radio, 101.1 FM in Abuja recently. The event was hosted on the platform of ‘NCC Digital Signature on Radio’.

The NCC Digital Signature on Radio is the flagship radio programme of the Commission created to educate the general public on the mandates of the Commission and for sharing salient, consumer-centric and up-to-date information on how NCC is delivering on its mandates.

Speaking during the radio programme focused on ‘the Benefits of NIN-SIM Integration’, Efosa Idehen, NCC’s Director, Consumer Affairs Bureau, said “On no account should a telecom consumer, however circumstanced, allow another person to register a SIM with another person’s NIN.”

Idehen said compliance with this advice will protect the true owner of the NIN from any liabilities or negative consequences arising from the use of other person’s SIM.

“If the person, whose SIM is linked to your line use his own SIM to commit crimes or any form of atrocities, it is easy to be traced to you and then, you will be dealt with because the SIM is linked to your NIN,” he said.

During the phone-in segment of the radio programme, which lasted two hours, consumers within Nigeria and in the diaspora, especially from the United Kingdom (UK), Russia and neighbouring countries like Ghana, among others, were able to call and get clarifications on concerns they had regarding the ongoing NIN-SIM integration in Nigeria.

Discussions largely focused on educating consumers on NIN and its purpose, process of obtaining NIN, why consumers are being asked to submit their NIN to their Mobile Network Service Providers, the benefits of NIN-SIM linkage, relationship between NIN and Bank Verification Number (BVN) registration, the step-by-step approach to linking NIN to SIM, and the role and uses of Unstructured Supplementary Service Data (USSD) *346# in the NIN-SIM integration activities.

Efosa was joined in the studio by NCC’s Director, Public Affairs, Dr. Ikechukwu Adinde, who was represented by an Assistant Director in the department, Dr. Omoniyi Ibietan; and a Deputy Director, Projects Department of NCC, Mrs. Nnenna Ukoha, who jointly educated consumers on the various aspects of NIN-SIM integration exercise.

Other panelists include Mistura Aruna, NCC’s Head, Consumer Information and Education; Kayode Adegoke, head, Corporate Communication, National Identity Management Commission (NIMC) as well as representatives of mobile operators, including MTN, Airtel, Globacom, and 9Mobile.

During the radio programme, telecoms consumers were reminded repeatedly of the October 31, 2021 deadline for NIN-SIM integration.

The Federal Government had extended the deadline earlier giving for the completion of the NIN-SIM linkage to 31st October 2021.

The two-hour discussion programme, which was also livestreamed on the social media, recorded broader participation than its forerunners due to a combination of the regular radio listenership with viewership on Human Rights Radio’s social media assets.

Thus, it achieved NCC’s objective of using a mass medium to expand its reach to telecom consumers to enhance their protection through information sharing, and education in order to improve the quality of consumer experience with telecom services in Nigeria.

TECHDIGEST – The Nigerian Communications Commission (NCC) has reiterated government’s policy of allowing only citizens with their National Identity Numbers (NINs) eligible for acquiring driver’s licence and international passport among other government services.

Like many other government agencies, the Federal Road Safety Corps (FRSC) had last year announced that from first quarter of 2021, it will require possession of NIN for vehicles registration and drivers licence.

The NIN is already a requirement for opening of bank accounts and application for international passport.

The commission in statement signed this week by Director of Public Affairs, Dr Ikechukwu Adinde, asked telecoms subscribers to link their NINs with their Subscriber Identity Modules (SIMs) before the October 31, 2021 deadline set by the government.

“NCC has reminded and urged telecoms consumers to link their NINs with their SIMs before the expiration of the deadline of October 31, 2021 set by the Federal Government,” the NCC stated while noting that Nigerians without NIN risk being denied the opportunity of acquiring driving licences and passports.

NCC, NESG To Boost Telecoms Impact On Economy Through Collaboration

TECHDIGEST – The Nigerian Communications Commission (NCC) and the Nigeria Economic Summit Group (NESG) are exploring possible areas of collaboration to increase the contribution of telecommunications sector on Nigeria’s development.

According to Director, Public Affairs, Dr. Ikechukwu Adinde, this was the crux of deliberations during a recent courtesy visit to the NCC by a delegation of the National Assembly Business Environment Round Table (NASSBER), a policy unit at NESG led by Nnanna Ude and a member of the technical committee of NASSBER, Yemi Keri.

The need for stakeholder collaboration and engagement between the Commission and other stakeholders in order to conduct an impact assessment and gap analysis of the Nigerian Communications Act (NCA) 2003, which will lead to improvement of the legal instrument and reflect new trends, especially in a post-pandemic world, was the primary focus of the visit.

The two entities also considered synergy in the area of Research and Development (R&D); while NESG has expressed its desire to have the Commission feature prominently in the forthcoming Nigeria Economic Summit (NES), an annual summit organised by the NESG, scheduled to hold in October this year.

While receiving the delegation on behalf the Executive Vice Chairman of NCC, Prof. Umar Garba Danbatta, the Director, Public Affairs, NCC, Dr. Ikechukwu Adinde, stated that the meeting was a welcome development, as it aligns with the telecom regulator’s strategic partnership and collaboration objectives.

Adinde stated that the NCA 2003 is a robust regulatory instrument, which has given the NCC the mandate to regulate the telecom sector effectively, as seen in the contribution to the overall economic development of the country.

He stated further that, by virtue of Section 70 of the NCA 2003, the Commission has developed various regulations and issued guidelines that have helped in addressing critical issues pertaining to its regulatory activities.

Other senior management staff of the Commission, including the Director, Licensing & Authorisation, Muhammed Babajika; Director, Technical Standards & Network Integrity, Bako Wakil and representatives of the departments of Legal & Regulatory Services; Policy Competition & Economic Analysis; and Financial Services of the Commission, took turns to talk about the activities of the Commission in implementing its regulatory mandate for the benefit of the country.

Mr Babajika spoke on the licensing regime of the Commission and its impact on innovation in the economy, while Engr Wakil spoke about NCC’s regulatory efforts and collaborations with various stakeholders, such as the Nigeria Governors’ Forum (NGF) towards addressing challenges to quality of service (QoS) in telecom industry.

The impact of these challenges such as multiple taxation and regulations, fibre cuts, vandalism, high cost of Right of Way (RoW), theft of telecoms facilities and the need for the passage of the Critical National Infrastructure (CNI) Bill into law.

Speaking earlier on behalf of the Chief Executive Officer of NESG, Laoye Jaiyeola; Ude acknowledged the critical role NCC is playing in the provision of essential digital support for the Nigerian economy. He noted that, in 20 years of telecoms liberalisation, the Commission has been contributing significantly to the country’s Gross Domestic Product (GDP).

Ude explained that the visit was part of the efforts of the NESG to strengthen collaboration with key institutions of government such as the NCC. He extolled the role of the Commission in driving telecommunications sector growth through efficient and result-oriented regulations, noting that the impact of the regulations are evident in industry performance indicators which have shown upward trajectory over the recent years.

“The NCC is key to the digital transformation agenda of the government and we can see the footprints of the readiness of the country on that journey, in terms of the level of broadband penetration, internet subscription, teledensity and other critical indicators,” he said.

Meanwhile, Adinde stated that the Commission was excited by the prospects of partnering with NESG and NASSBER, noting that such partnership will further enhance telecoms contribution to Nigeria’s socio-economic growth. He added that “all the issues discussed will be articulated in a memorandum, which will be submitted to Management for consideration.”

Nigeria’s NIN Database Increased To 59.8 Million In July

TECH DIGEST – Nigeria’s unique National Identification Numbers (NIN) enrolments have increased to 59.8 million with average of 3 to 4 SIMs per NIN.

This shows the database increased by 5.8 million enrolments as at July 24, 2021 compared to the 54 million reported in May 2021.

Meanwhile, there are over 5,500 enrolment systems within and outside the country at July 24, 2021 which local authorities believe would significantly ease the NIN enrolment process and subsequent linkage of NIN to SIM.

Recall that on Sunday the Federal Government of Nigeria approved the extension of the deadline for National Identity Number (NIN)-Subscriber Identity Module (SIM) data verification to October 31, 2021.

The decision to extend the deadline, according to a joint statement issued on Sunday, July 25, 2021 and signed by Dr. Ikechukwu Adinde, director, Public Affairs, Nigerian Communications Commission (NCC) and Mr Kayode Adegoke, head, Corporate Communications, National Identity Management Commission (NIMC), was made following a request by stakeholders to accommodate registration in hard-to-reach remote areas, foreigners and diplomatic missions, diaspora and address low enrolments in schools and hospitals, as evidenced by enrolment statistics.

“The decision also followed a review of the progress of the exercise which indicated significant progress, hence the need to consolidate the gains of the enrolment and NIN-SIM verification process across the country.

“As at July 24, 2021, there are over 5,500 enrolment systems within and outside the country and this would significantly ease the NIN enrolment process and subsequent linkage of NIN to SIM.

“The administration of His Excellency, President Muhammadu Buhari, GCFR, has approved the extension as part of efforts to make it easier for its citizens within and outside the country, and legal residents to obtain the NIN and it is important to take advantage of the extension.
“The NIN-SIM linkage also makes it easier for the security agencies to carry out their statutory duties and the relevant parastatals under the Ministry of Communications and Digital Economy are supporting them as required.

“There are now a total of 59.8 million unique NIN enrolments, with average of 3 to 4 SIMs per NIN.

“With the great number of enrolment centres within and outside the country, and many more coming up, every citizen, legal resident, and Nigerian citizens living in diaspora should be able to obtain their NINs.

“The Honourable Minister of Communications and Digital Economy, Dr. Isa Ali Ibrahim Pantami, on behalf of the Federal Government, commends the Kano State government and other States that have made NINs a key requirement for school enrolments and access to other important services.

“The Federal Government is also excited at the news that the use of NIN in the process of the Joint Admissions and Matriculation Board (JAMB) exam significantly reduced the challenge of exam malpractice.

“The Minister, on behalf of the Federal Government, appreciates Nigerians for their patience and compliance with the Federal Government’s directive on the NIN-SIM registration exercise.

“Similarly, the Executive Vice Chairman of the Nigerian Communications Commission (NCC), Prof. Umar Garba Danbatta, and the Director-General/CEO of the National Identity Management Commission (NIMC), Engr. Aliyu Azeez, urge citizens and legal residents to make sure they use the opportunity to complete the process of enrolment and verification before the October 31 deadline”.
